Why is HRW silent about russian strikes with phosphorous shells and cluster shells on civilians?

Why is HRW silent about the genocide, but calls not to help Ukrainians fight against the genocide?

I think the answer in this video from 2014.
When russia was already killing Ukrainians, when it shot down MH17 and occupied Crimea, Donetsk and Luhansk, HRW said that there was an internal conflict in Ukraine, not russian aggression.
