对于企业家来讲，做任何创业行为，其本身存在巨大的不确定性和风险，如果监管和政府再通过运动式执法增加巨大额外风险，企业家在权衡利弊之后，这个时候最全情合理的做法应该是选择躺平，停止一切风险行为，保住已经收获的成果，降低未来不确定性风险，保命要紧。
