Delvin Dobbins has three releases on the rap sheet and a fourth victim waiting on a charge.

December 2023. Juvenile burglary. Shuman was closed. No bed. They let him go.

February 3, 2024. South Side. Store worker shot in the chest taking out the trash. Arrested February 13, charged as an adult. Attempted homicide. MJ-05003-CR-0000801-2024. Common Pleas denied bail September 5, 2024, and denied a modification October 2. Jail that day. Bail denied. He was out again before the next one.

September 4, 2026. New arrest. MJ-05003-CR-0006272-2026. NON-MONETARY. Hearing continued to December 15. Still open.

September 23, 2026. Penn Avenue, Garfield. Stabbed a man in the stomach. Lando said the intestines were out. Tased, taken to the jail. MJ-05003-CR-0006707-2026. Dan Butler, next morning. NON-MONETARY. Commitment cancelled the same day. The September 4 case was still open.

October 1. East Busway, East Liberty station. Man stabbed in the neck. Police tell WPXI Dobbins is the prime suspect. Not charged yet. His Garfield hearing was set for that morning. Continued.

Two open cases. NON-MONETARY both times. Eight days.

MacArthur paid Allegheny County $5,504,000 to shrink the jail. $2 million in 2018. $2 million in 2020. $1.17 million in 2022. $334,000 in 2024. The goal was 20 percent. They announced 33 to 36 percent and got renewed.

Matthew Darby was already out on bond for a rape case. He raped several other women before Alina Sheykhet was killed and after. I did the case. My supervisor declined the override. I went over her head. The magistrate kept the bond low so she would not set off our office. He posted and walked out. I said it before he was released: if he gets out, he will kill her. After she was killed, I went to every Pittsburgh newsroom. No one would touch it.

Alina Sheykhet did not have to die either. What happened to Dr. Evans started with her.

Dr. Idris Evans was 46. Killed in his bed September 24, 2026. His wife was critically injured. Their children were told to run. Elijah Hemingway walked out July 10 on nonmonetary bail, after a felony burglary. Docket MJ-05003-CR-0000741-2026.

Where did the money go? Into a smaller jail count.

Pretrial was the front door.

The dockets are the audit.

Last night, the City of Pittsburgh had only 29 officers and 2 supervisors covering the entire city.
Right now, the Zone 1 police station is 59 degrees inside because they can't regulate the temp in that building.
That ain't on the Chief. He's trying. The Mayor needs to do more.
