Nothing has changed when I play Michael either. Grabs are still a guaranteed kill unless they have a pocket knife.

If you want to bufff Michael and give him tools to fight players you get a horrible meta where the players are the special targets and he'll go whatever new build he has that is player focused and rush killing players to pve the rest of the game.

I think the post was relatively clear that Level 1 is not mean to be a long term management agent but more like a resource that could help you find an agent.
