There still needs to be the negotiation for how much the landowner should be paid. How long that takes depends on how much the landowner tries to draw things out and when the Ontario government finally puts its foot down and basically says "nope, market value, we're done here".

Also, if I understand the expropriations process correctly, which I might not, this is just a hearing of necessity, and it doesn't mean that The Province on behalf of Metrolinx has actually acquired the land yet, only that the province can do so and the owner cannot stop it.
