NYC needs trams running east/west loops on major arteries (Houston, 14th, 23rd, 34th, etc). Trams solve the biggest pain point of getting around NYC, for billions less and decades faster than adding subways. You can’t find a project with a higher ROI.
Trams are so underutilized in North America. It’s a shame because they take up such a a small amount of space, and they can be very reliable, especially if you ban cars on the streets they operate.
