Here's an example of the difficulty cyclist have in applying the rules as written. Cyclists are expected to use judgement to determine when the rules apply and when they don't.
Don't get so offended when a cyclist makes a choice different to what someone behind the wheel would.

@ciranews @BinaryTat That's a big "if". The system is set up for the worst case of people reusing passwords across systems that could have been compromised and available on the dark web for anyone that wants it. Forcing change eventually plugs these holes.
