From Planning to Practice: Strengthening Participatory Local Governance
The Provincial and Local Governance Strengthening Programme (PLGSP) and UNDP’s Dhangadi Sub-Metropolitan City (DSMC) Green Transition Portfolio team jointly organized a workshop to support elected representatives and government officials to critically reflect on local planning and budgeting processes. The initiative used structured self-reflection and simulation exercises to put participatory approaches into practice.
The workshop brought together participants from DSMC and the neighboring municipalities like Punarbas, Gauriganga, Godavari, Krishnapur as well as Kailari Rural Municipality.
Blending evidence, reflection, and hands-on practice, the workshop began with insights from UNDP–PLGSP’s recent capacity assessment on local planning and budgeting. Participants then engaged in individual and group reflections to identify persistent pain points in local-level planning processes. A participatory role-play simulation enabled them to surface real constraints, test alternative approaches, and co-create practical, context-specific solutions.
Key solutions identified included:
🔹Risk- and equity-informed prioritization of local development activities
🔹Pre-consultations and more inclusive engagement of community stakeholders to agree on priorities
🔹Closing the feedback loop with communities by clearly communicating which proposals were accepted or deferred—and why—to strengthen trust, accountability, and future engagement
Participants demonstrated strong enthusiasm and creativity, reinforcing that when local leaders are equipped with the right tools, data, and safe spaces for experimentation, more inclusive and effective governance solutions emerge.
This collaboration highlights how portfolio approaches and governance strengthening can reinforce each other, turning learning into action at the local level.
