The manufacturer is advertising it using decimal measurements but the file system is using binary. The decimal measurements are in base 10 (0 through 9) and the binary measurements are in base 2 (0 and 1).

For example:

Decimal system (kilo, mega, giga, tera): 1000 bytes = 1 kilobyte
Binary (kibi, mebi, gibi, tebi): 1024 bytes = 1 kibibyte

The total drive size is exactly the same but the kibibyte is slightly larger (24 bytes) and therefore takes less of them to equal the same drive space.

Imagine if you had to build two identical brick houses. One house used small bricks while the other house used much larger bricks. Once the houses were finished, you could compare how many bricks were needed to build each house. Although the house with the smaller bricks technically used more bricks, the houses would be the same size. The larger bricks in the second house simply meant fewer bricks were needed to complete the structure.
