The inability of Somalia to establish a reliable and effective national army, which is essential for ensuring the country's security, can be attributed to the following key factors:

A) Absence of inclusivity in army leadership: The leadership of the army fails to represent the diverse Somali population, impeding the formation of a unified and cohesive national force.

B) Favoritism within the ranks: The practice of promoting individuals based on personal connections, rather than merit and preventing others from moving up in the ladder undermines the professionalism and effectiveness of the army

C) Manipulation of the army for clan interests: The army is basically divide across sub-clan lines. Consequently, this created divisions and undermined the objective of building a national army that serves the entire nation.

D) Existence of officer groups resembling gangs: Some officers, who were originally associated with militias but later integrated into the military, resist any positive changes within the army. They pose a significant obstacle to the development of a national army.

E) Rampant corruption: Corruption within the army has eroded public trust and obstructed the establishment of a professional and accountable military institution.

F) Lack of trust in the armed forces: The absence of trust undermines the credibility and effectiveness of the national army.

It is important to note that the presence of ATMIS soldiers in Somalia serves not only to combat Al-Shabab but also to prevent Somalis from killing each other.

When citizens of a country perceive themselves as enemies, the creation of a national army remains very challenging.
