Primary Health Care (PHC) costing is not just a technical task; it is a powerful driver for budget credibility, smarter investment, and reliable health financing. When applied strategically, PHC costing gives decision-makers the leverage to direct resources where they matter most, maximise value from health providers, and build public trust through transparent, evidence-based budgets.
This policy brief identifies five critical mistakes that continue to sabotage effective costing across Africa, even as tools, interest, and support grow. Insights are drawn from targeted literature and the International Primary Health Care Conference (ICPC 2025) in Ethiopia.

Outbreaks thrive where response systems are underfunded. Speaking to @cgtnafrica, @daktari1 warned that funding gaps in the #Ebola response risk undermining critical activities such as community engagement, case detection, testing, contact tracing, and referral systems.
“Without adequate resources, the virus can continue to spread undetected, making containment more difficult and increasing the risk of wider transmission. The threat of Ebola is not confined to the Democratic Republic of Congo or Uganda. In an interconnected world, health security anywhere depends on health security everywhere,” said Dr Gitahi.

89% of births in Kenya are attended by skilled health personnel, yet maternal mortality remains at 355 deaths per 100,000 live births.
While more women are reaching health facilities, too many mothers and newborns are still being lost to preventable causes.
The Every Woman Every Newborn Everywhere (#EWENE) Acceleration Plan 2026–2028 is focused on closing this gap by strengthening quality of care, improving health system readiness and ensuring women and newborns receive timely care when complications arise.
Through the #EWENE Rapid Results Initiative, @Amref_Kenya is working across six high burden counties to strengthen facility readiness, improve community awareness, support emergency referrals and reinforce accountability for better maternal and newborn health outcomes.
This work builds on existing investments by partners including @MPESA_FDN, @SafaricomFDN, @StateDept , @UNITAID and Danida, demonstrating the sustained collaboration needed to accelerate progress for mothers and newborns.

This morning, @WHO Director General, @DrTedros held a meeting with the Ministry of Health senior technical team led by Permanent Secretary, @DianaAtwine and Director General Health Services, @olaro_charles to understand the #Ebola situation in the country.
Dr. Tedros appreciated the commitment from the Government of Uganda in responding to Ebola, “You have the experience and you can do it” he added. He called for Uganda to support DRC in responding to this outbreak.
The Permanent Secretary, @DianaAtwine noted that Uganda is supporting the outbreak in DRC by deploying health workers and setting up 50 bed treatment units, this week. She added that two mobile laboratories have already been set up in Bwera and Arua to support DRC testing and diagnostics.
