Last week, flaring at @ValeroEnergy's Benicia refinery blanketed the community in toxic smoke and soot. Refinery closures are inevitable — but without proper planning and health and safety protections, frontline residents pay the price.

I applaud the hard work and thoughtfulness that went into this. There is much to learn from this report on what happens to taxpayers, workers, public health and communities when an oil refinery closes and how to plan for it. As Chair of EQ, I am mindful of the challenges we face as we move away from fossil fuels and toward a clean energy future.
