As someone who knows a little bit abt Telecom as someone who played a decent-ish role in building Indias wireless sector as an Entrepreneur and then as a policy maker , let me share my thoughts.
It is true that Indias Telecom was a sector beset with opaqueness and corruption for several decades - where cronies ruled under the benevolent love and the politics of ur latest fan (name not withheld - @RahulGandhi )
But under PM @narendramodi , 3 principles govern the tech (including Telecom/Internet) sector.
Open, Safe & Trusted and Accountable.

I am not in govt anymore and certainly dont speak for it. But it seems to me that Govt has made it clear: all three satcom licensees are at broadly the same stage of ensuring security clearance by verifying its safety and trust first, then spectrum.
Satellite IP services have many security implications. More so in a country like India which has faced years of Terror and insurgency supported by inmical state actors in our neighbourhood. From 26/11 terror attacks to recent ones in Pahalgam, satcom has been preferred comm for Terrorists. Satellite VOIP and encryption creates more challenges security wise. Not insurmountable but new capabilities and capacity hv to be built to ensure Safety and Trust.
I hv used @Starlink and I think its awesome technology - and represents a new era in mobility innovation. No doubt.
But a country has to plan for itself and its interests before every new choice. Thats what India is doing. Patience is unavoidable and in this case is a necessity.

Ukraine used 47,000 Starlink internet terminals during its war with Russia
Soldiers used them to fly drones, share targets, and talk to each other on battlefield. In 2022, Elon Musk personally decided not to turn on Starlink near Crimea because he feared nuclear war. Ukrainian underwater drones heading to attack Russian ships lost internet mid way and failed.
Pentagon then started buying terminals directly so Musk could not switch off service on his own. One private businessman had power to decide what military operations could happen
After protests in Iran, American government secretly sent 6,000 Starlink terminals into country. Over 100,000 people inside Iran used Starlink to access internet even though government shut down all normal connections.
Iran made it illegal to own or use Starlink. If caught using it for spying, punishment is death. For personal use, punishment includes flogging and up to 2 years in prison.
In India, army found Starlink terminal with weapons belonging to militant groups in Manipur in December 2024. Starlink connects directly to satellites, so governments cannot block it easily
India has not allowed Starlink to launch because of security concerns. Ministry of Home Affairs studied what happened in Iran, where terminals worked without government approval and bypassed all internet controls.
India wants guarantees that Starlink coverage over its territory cannot be switched on or off from United States based on American political decisions. SpaceX agreed to store Indian user data locally and allow government audits.
But bigger worry is that during any future conflict, satellite internet controlled by foreign company could bypass Indian communication controls without permission
