The Electoral Commission says they are still cleaning the list, which creates a loophole to inflate voter numbers by millions without challenge.

The @UgandaEC suggests intervening mid-vote to remove ballots where fingerprints don't match serial numbers. This implies opening the ballot box during voting.
A box must remain sealed until the end. Unsealing it early invalidates the result.
