EXECUTIVE ORDER RNB NO. 12 OF 2026

Highlights:
- The practice of bowing before judicial officers is abolished.
- ⁠The following titles and forms of address are abolished with immediate effect:
-Your Lordship / My Lord
-My Lady / Your Ladyship
-Your Worship
-Any other honorific that implies lordship, worship, or feudal superiority.

Judicial officers shall be addressed plainly and equally as:

-“Mr. Justice” or “Madam Justice” for members of the Supreme Court and Court of Appeal

“Mr. Judge” or “Madam Judge” for members of the High Court

-“Mr. Magistrate” or “Madam Magistrate”

-“Mr. Registrar” or “Madam Registrar”

-Or simply by their surname where appropriate (e.g., “Judge Okello”,
“Registrar Ankunda”, or “Magistrate Nakato”).

Over four months, the Chief of Defence Forces published threats to @HEBobiwine, @kizzabesigye1 , @EriasLukwago_ , @MarthaKarua , and other people. These include:

1.14 Feb 2026 — “We left Kampala to ROT democratically under Lukwago for 25 years. Those games are now over!”

2.10 May 2026 — “Imagine fighting with an idiot like Lukwago for 25 years? That he is a ‘Mayor’ of Kampala?… Those games are definitely over.”

3.19 May 2026 — Blaming Kampala’s floods on “40 years of corruption” and “idiots like Lukwago,” he announces: “UPDF is taking charge.”

4.15 Jun 2026, 11:29 — On being told a court had summoned him: “How do you DARE to utter those words? Only Mzee can summon me. This fool will learn the lesson he has been begging for.”

5.15 Jun 2026, 11:56 — After soldiers surrounded Hon. Lukwago’s home to stop him serving court papers: “Please serve the papers and I’ll arrest both you and whoever serves them!”

6.15 Jun 2026, 12:55 — Quote-posting the filed human-rights application (M.A. No. 0227 of 2026) that names him as 1st Respondent: “And you’ll be arrested!”

7.15 Jun 2026, 14:34 — To a supporter appealing for mercy for Lukwago: “He has been fighting me with Besigye for many decades. We are going to finish it now.”

8.15 Jun 2026, 15:02 — Asked whether he feared Martha Karua and Hon. Ssegona: “No way! I’m going for them next!”

9.15 Jun 2026, 15:51 — A single command — “Ongea Kiswahili” (“Speak Swahili”) — posted beneath an image of a blindfolded man, hands clasped in appeal.

10.15 Jun 2026 — To MP Ibrahim Ssemujju Nganda, who reported that Lukwago had been kidnapped from his home together with his wife and lawyer Medard Lubega: “You’re next!”

11.15 Jun 2026 — To the Uganda Law Society’s condemnation of Lukwago’s arrest as an attack on the legal profession and the rule of law: “Noted and Rejected!”

12.15 Jun 2026, 18:46 — “I absolutely and never have believed in the inviobility [sic] of a legal profession in Uganda that is dedicated to the destruction of the 1986 revolution.”

13.16 Jun 2026, 13:42 — “My beloved wife Charlotte has convinced me to release the criminal Lukwago. I will release him because of my love for her.”

14.16 Jun 2026, 15:51 — “Kabobina can hide underneath the underpants of Bazungu for as long as he wants. But I will definitely arrest him.”

15.16 Jun 2026, 16:59 — “Nothing has made me release Lukwago. No pressure from anywhere. I wanted to keep him in my basement forever! It is just Jesus Christ, the Bachwezi and Charlotte.”

16.19 Jun 2026, 03:42 — “My arrest of Lukwago is just the beginning of the ‘Rectification Campaign’ in Uganda. The lists are long. Many more traitors are going to be arrested too. Uganda will be purified.”

17.23 Jun 2026, 15:00 — “Lukwago committed the ultimate crime. Accusing me of violating human rights when I am the biggest defender of human rights in Uganda. When I was fighting Joseph Kony in Northern Uganda he was doing nothing apart from impregnating women in Kampala.”

Threats to arrest lawyers and even those who serve court papers. Lukwago, like @eddie_mutwe before him, “kept in a basement.” A promised “purification.” A self-declared “biggest defender of human rights” who treats a human-rights complaint as “the ultimate crime.” All published openly, by the Chief of Defence Forces. The record speaks for itself.

This is a simple task that should not be considered a favor, any responsible country should be able to repatriate its citizens from risky situations. The Ghanaian government also repatriated its citizens from South Africa, and not a single person was singled out or credited for that.

If the CDF repatriated Ugandans, he did so with the support of taxpayer’s money and a team

You need to stop elevating one person and treating them like a god,that’s how dictators are created. Then you start crying wolf.

I’m not falling for the narrative that he’s our savior or problem solver.

Right now, in our area, we haven’t had water for two days, and now the power is out.

If he can’t fix those so we have stable and reliable electricity and water which are basics , then temuyina kyemutugamba.

How did that statement sit in the hearts of the families of these Ugandans who were abducted by state operatives between 2019 and 2020 and are still missing todate? Disappeared. Silenced. Listening to the President’s State of the Nation address raises several questions which should be of concern for every Ugandan..
1.Does he even still recall that there's a constitution?
2.Does he even believe in this Constitution?
2.Does he have any advisors?
3. Is the judiciary Independent as an institution?
4 .Where are we headed as a country where the head of state openly demonstrates total disrepect & disregard of the law...Total anarchy it will be
