FINANCE MINISTER MEETS UNDP RESIDENT REPRESENTATIVE
Finance Minister @henrymusasizi1 together with Minister of State for Privatization and Investment @AminahMukalazi have this morning met the United Nations Development Programme (UNDP), Nwanne Vwede-Obahor at @mofpedU
The discussions focused on strengthening the partnership between UNDP and Uganda especially in the area of Government Development Financing where Government drives its own development agenda.
The UNDP Resident Representative who was accompanied by the Deputy Resident Representative, Ian King and Senior Economic Advisor,Thangavel Palanivel and other officials congratulated the Finance Minister upon his appointment and pledged commitment to the partnership with Government of Uganda to strengthen implementation and coordination of development interventions.
The Finance Minister welcomed the UNDP Resident Representative and the alignment of UNDP and other Partners with the NDP IV and the Tenfold Growth Strategy.
He said Government is focused on achieving the USD 500 billion economy by 2040, adding that what Uganda requires is not Aid but strong trade partners.
Musasizi said Government is committed to becoming self-sustaining by raising its revenue to GDP ratio from 14% to 20% by 2030 in line with the second Domestic Revenue Mobilization Strategy (DRMS).
“Support us by talking to those who have cheap development financing to invest in Uganda. We are politically stable with the best investment incentives. We are also the best tourist destination,” said Musasizi.
The Minister of State for Privatization and Investment also thanked UNDP for supporting Uganda and the shift to supporting the private sector and job creation.
The National Resistance Movement (NRM) Electoral Commission has called on all party members to attend village barazas scheduled for Friday, July 10, 2026, to verify and confirm the party’s flag bearers for the forthcoming LCI and Women Council elections.
Addressing the press at the commission headquarters in Kampala, NRM Electoral Commission Chairman Dr. Tanga Odoi described the exercise as a critical step in implementing the party’s electoral roadmap and ensuring that every village has duly verified candidates ahead of the national nomination process.
Dr. Odoi announced that the barazas will be held simultaneously in all 72,000 villages across the country, beginning at 10:00a.m.

In my presentation today I’ve told Members of the 12th Parliament currently undergoing induction at @spekeresort that they have 7 major roles to play in the budget process and these include: Approving the Budget Framework Paper; scrutinizing ministerial policy statements; appropriating funds and enacting tax legislation.
@Parliament_Ug equally has the duty of reviewing the budget performance reports, considering audit reports and monitoring how the budgeted funds are utilized in their constituencies to ensure value for money.
I added that @GovUganda has implemented a comprehensive suite of reforms to improve transparency,accountability and efficiency in public finance management.
I also highlighted some of the PFM reforms such as: The Integrated Finance Management Systems (IFMS),Programme Based Budgeting, e-cash & electronic payments, e-government procurement, single treasury account and decentralization of salary and pension management among others.
I also informed the MPs about the sources used to finance the budget and these are: Tax revenue,non-tax revenue,external grants,external loans and domestic borrowing.
The budget is Uganda's most powerful development tool and Parliament's role in shaping it through the national budget framework paper process is constitutionally guaranteed and practically significant.
I encouraged MPs to leverage the Auditor General and PAC reports- the key accountability instruments, follow up on the findings and ensure corrective measures are taken through the Treasury Memoranda.
I also urged the MPs to actively participate in the Local Government budget consultations for FY 2027/28 which will start in September 2026.
UGANDA SECURES €110.5 MILLION (UGX 481 BILLION) FOR KITGUM-KIDEPO ROAD
Finance Minister @henrymusasizi1 and Chief Executive Officer of Standard Chartered Bank Uganda, Sanjay Rughani today signed €110.5 Million (UGX 481 billion) financing agreement for the Kitgum-Kidepo Road project.
The Minister in his remarks said this financing package demonstrates the shared commitment to improving connectivity and unlocking the economic potential of Northern Uganda and the Karamoja sub-region.
Musasizi said the 115.8-kilometre Kitgum–Kidepo Road will improve connectivity, reduce transport costs and strengthen regional trade,adding that it will support the implementation of the ATMS.
He said the road will also support major investments in the region including; the Yaobai Cement and Clinker Factory, an investment of over USD 300 million in Moroto, in addition to improving access to Kidepo Valley National Park and complementing the development of the USD 72 million Kidepo International Airport.
@henrymusasizi1 also said this road will strengthen tourism, trade and investment in Karamoja and Northern Uganda.
“Today’s signing is not simply about financing a road. It is about investing in Uganda’s future. It is about connecting farmers to markets, industries to raw materials, tourists to destinations and businesses to opportunity. Together with our partners, we are laying another foundation for a more productive, competitive and prosperous Uganda,” said the Finance Minister.
The Chief Executive Officer of Standard Chartered Bank Uganda, Sanjay Rughani said the signing underscores our continued commitment to supporting Government priorities that are both economically viable and developmentally impactful.
"The Kitgum–Kidepo Road is a strategic investment that reinforces our long-term role as a trusted Corporate and Investment Bank," said Rughani.
The Signing ceremony was witnessed by the Minister of Works and Transport, Fred Byamukama, Minister of Trade and Industry and Cooperatives, Sanjay Tanna, Tourism Minister,Tom Butime and British High Commissioner to Uganda, Lisa Chesney among other officials.

VIDEO: Armed soldiers are on guard outside the headquarters of Daily Monitor newspaper in Namuwongo, Kampala.
The offices remain under military siege following an order by President Museveni's son and military chief Gen Muhoozi Kainerugaba to shut down Nation Media Group (NMG) Uganda outlets, including Daily Monitor and NTV.
Other affected outlets include Dembe FM, Spark TV, KFM, and The East African, all under NMG.
A similar siege has been reported at the NTV and Spark TV broadcast centre at Serena Hotel since around 12am on Sunday, where military officials have since taken the stations off air.
FINANCE MINISTER SETS AGENDA FOR HIS TENURE:
Finance Minister @henrymusasizi1 today shared his vision for the Ministry with @mofpedU top management team as he embarks on executing his mandate.
While chairing his maiden top management meeting, Musasizi said his commitment is to transition Uganda from incremental growth to exponential economic take-off through these five pillars.
1️⃣ The USD 500 billion target. “We shall relentlessly execute the tenfold growth strategy to turn Uganda into a 500 billion-dollar-economy,” he said.
2️⃣Enforcing absolute discipline. “We shall shift the Ministry culture from spending money to enforcing results,” Musasizi said, adding that he will demand strict budget discipline, aggressive procurement reforms and rigorous value for money audits on all public projects.
3️⃣Aggressive revenue mobilization. “We shall implement the second domestic revenue mobilization strategy to push our revenue to GDP ratio to at least 20%, cutting external dependency,” said Musasizi.
4️⃣Presidential wealth creation agenda. Musasizi said the Ministry will prioritise funding and tracking the commercialization of the smallholders to ensure every Ugandan enters the money economy.
5️⃣Smart oil governance. “We shall manage our impending oil revenues with bulletproof institutional guardrails,” said the Minister, adding that oil revenue will be used to build infrastructure. He said the goal is for Uganda to become an oil producer but never an oil dependent economy.

BACKGROUND TO THE BUDGET FY 2026/27:
Ahead of the Budget speech reading today,we are pleased to share with you the background to the budget that will be presented by the Finance Minister @henrymusasizi1
Here are some highlights to note:
✅️Financial year 2026/27 will see the country witness many milestones of significant and historic proportion. The first and foremost is the imminent confirmation in March,2027 of Uganda’s graduation from the category of Least Developed Countries (LDC). This confirmation comes two generations after the country’s independence in 1962.
✅️This graduation is not merely a bureaucratic milestone; it is a powerful validation of national resilience that will lower sovereign risk, unlock premium international investment capital, and position the country as a highly competitive, self-determined economic engine on the African Continent.
✅️Within the same period, the country’s official transition into an oil producer will come to pass with the scheduled delivery of First Oil in the first half of FY2026/27. This milestone follows 17 years of patient but focused multi-sectoral visioning, planning and execution across different arms of government and by multiple players in the economy.
✅️Consistent with Government’s commitment to inclusive economic growth, FY2026/27 will reinforce last mile delivery of vital public services under the Parish Development Model.
✅️FY2026/27 Budget has been designed to accelerate Uganda’s transition from incremental growth to productivity driven transformation.
✅️Building on this momentum, the Government is targeting to reduce the proportion of households relying on the subsistence economy to 28.5 percent by FY2026/27 from the current 33 percent. This transition is being driven by commercialization of agriculture, scaling of MSMEs and structural expansion of the Parish Development Model (PDM) among other initiatives.

I am honoured to have joined President @KagutaMuseveni today for the signing of a landmark agreement between @UG_Airlines and @Boeing for the acquisition of 10 new aircraft. This marks a major step in expanding Uganda’s aviation capacity and strengthening global connectivity.
The fleet expansion, covering both passenger and cargo aircraft, will boost trade, tourism, and investment, and position Uganda as a key aviation hub in the region.
Today Parliament has passed the proposal to borrow up to EUR 168,976,354 from UKEF & Citi Bank for the development of Solar Powered Irrigation System Project Phase II.
In my brief to Parliament i said the proposed project will develop 427 irrigation systems across the country, adding that the project is aimed at enhancing rural incomes through increased production and productivity arising from irrigated agriculture for coffee growing.
The goal of this project therefore is to contribute to increased yields of coffee production through provision of water for irrigation in 126 districts.
To date, phase 1 of the project has achieved over 99% physical completion with 434 systems developed across the country delivering verifiable economic benefits countrywide.
I added that Collectively, these initiatives have enhanced water security and productivity for 206,465 households and a total population of 908,447 across Uganda.
To justify phase 2 of this project, the effects of climate change are continuing to escalate and the available water resources for agricultural production are constantly decreasing, adding that farmers are losing a lot of crops due to prolonged dry seasons and this in turn affects their livelihoods.
I noted that the project is expected to directly benefit about 2,562 households, translating to approximately 11,785 direct beneficiaries.
The project will leverage and strengthen existing extension service infrastructure at sub-county, parish, and district levels in Uganda, working through the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) extension programmes and Coffee Department.
