SpaceX may be the vehicle by which we accomplish these things but NASA has always been in the drivers seat.

The fact that he lumps Musk and Bezos into the same category exposes his ignorance on this topic. Bezos is a billionaire space tourist. SpaceX has innovated in ways that NASA couldn't and has given the US it's human spaceflight program back. They are not the same.
