New settlement opportunity those not settled. "The recommendations of the Review, if accepted by the Government, would potentially raise questions of fairness for those taxpayers who have previously settled their liability."
It doesn’t treat everyone fairly though - why not? I settled based on previous terms with fines and, APNs - I am still digging myself and family out of the struggle to make payment - why are the “fairer” terms not retroactively applied to people who did settle?

@DavidDavisMP Remember the Loan Charge Mr Davis? well the latest “independent” review recommendations have been accepted to go in to next finance bill and will apply only to people who did not settle previously - it should be applied retroactively to make it fair to all affected
@ArmadilloSupprt Any changes to settlement terms should be retroactively applied to folk who previously settled, I am still working my way out making payment at the expense (mentally, financially & associated impact to my family) of what these new settlement terms are looking to address 🤬😡😤
The #loancharge was punitively retroactive, and retrospective in its effect. Never should have happened. It's significantly undermined trust in the tax system, undermined certainty, and the rule of law.
An independent inquiry is needed to understand how the policy process failed, resulting in such catastrophic consequences.
