🚨 HOSA ROAD IS THE PERFECT TEST CASE
The question isn't whether every apartment approval was illegal.
The question is whether the network feeding those apartments was planned at the same scale as the development being approved.

If an existing road corridor is still operating according to an older planned road hierarchy/ROW while the surrounding land use has radically intensified, the question isn't merely:
“Why isn't the road wider?”
It is:
“When did the planned road capacity cease matching the approved development intensity - and who was required to identify that mismatch?”
The answer needs to come from the actual master-plan maps, sanctioned layouts, road ROW records, traffic studies and project approvals - not assumptions.
That is precisely what should now be published.
🔥 THE FIVE-DOCUMENT TEST
GBA @GBA_office doesn't need another generic presentation.
Publish five datasets for the Gattahalli–Rayasandra–Choodasandra–Hosa Road–Kaikondrahalli–Sarjapur network:
1️⃣ APPROVAL MAP
Every major development.
Project → survey number → planning authority → approval date → sanctioned units.
2️⃣ ROAD MAP
Every critical feeder.
Existing ROW → proposed ROW → CDP/RMP/master-plan designation → actual ground width.
3️⃣ TRAFFIC MODEL
Approved units → population → vehicle generation → peak-hour trips → destination/discharge route.
4️⃣ MONEY TRAIL
Infrastructure-related collections → authority collecting → allocation → expenditure → physical asset delivered.
5️⃣ DELIVERY PLAN
For every missing/widening road:
ROW acquisition → utility shifting → tender → construction → completion.
No “proposal.”
No “under consideration.”
Dates.
🧨 THE QUESTION THAT CONNECTS EVERYTHING
To APA:
When approving development inside the Anekal LPA, how was cumulative traffic on downstream roads outside the LPA accounted for?

When planning roads within Greater Bengaluru, how is already-sanctioned development immediately outside/around those corridors incorporated into the future traffic load?

Where BDA jurisdiction interfaces with neighbouring planning regimes, what mechanism reconciles the two development loads?

Who is responsible for the actual road, drainage and ROW delivery serving these rapidly urbanising settlements?

Can you put all four answers onto ONE GIS map?
Because that is the missing picture.
💣 THE FINAL Question ⁉️
The building may be legally approved.
The planning authority may have followed its master plan.
The Panchayat may have performed its statutory local functions.
The road agency may have followed its budget and jurisdiction.
And the traffic police @blrcitytraffic may be managing congestion every morning.
Yet the resident can still be trapped in a 500-metre queue.
That's the paradox.
EVERY PIECE CAN BE “COMPLIANT” WHILE THE SYSTEM AS A WHOLE FAILS.
Bengaluru doesn't need another agency to blame.
It needs something much more difficult:
ONE CORRIDOR MODEL THAT EVERY AGENCY MUST USE.
ONE DEVELOPMENT COUNT.
ONE TRAFFIC MODEL.
ONE ROAD-CAPACITY MAP.
ONE FUNDING LEDGER.
ONE ROW PLAN.
ONE DELIVERY CALENDAR.
Because the resident doesn't live in:
APA
or BDA
or GBA
or a Gram Panchayat.
They live in Bengaluru.
