Govt hikes wheat MSP by ₹150 per quintal to ₹2,275/quintal for 2024-25: I&B minister
𝗪𝗵𝗮𝘁 𝗶𝘀 𝗠𝗶𝗻𝗶𝗺𝘂𝗺 𝗦𝘂𝗽𝗽𝗼𝗿𝘁 𝗣𝗿𝗶𝗰���?
•MSP is the guaranteed amount paid to farmers when the government buys their produce.
•Government announces MSPs for 22 mandated crops and fair and remunerative price (FRP) for sugarcane.
•The mandated crops are 14 crops of the kharif season, 6 rabi crops and two other commercial crops.
✓✓MSP is based on the recommendations of the Commission for Agricultural Costs and Prices (𝗖𝗔𝗖𝗣), which considers various factors such as cost of production, demand and supply, market price trends, inter-crop price parity, etc.
•𝗖𝗔𝗖𝗣 is an attached office of the Ministry of Agriculture and Farmers Welfare, Government of India. It came into existence in January 1965.
•The Cabinet Committee on Economic Affairs (CCEA) chaired by the Prime Minister of India takes the final decision (approve) on the level of MSPs.
•The MSP is aimed at ensuring remunerative prices to growers for their produce and encouraging crop diversification.

- Fiscal policy is defined as the policy under which the government uses the instrument of taxation,
public spending and public borrowing to achieve various objectives of economic policy.

➡️Infrastructure Development via Capital Expenditure/Investment: According to the Economic Survey 2022-2023, the Capital Expenditure (Capex) of the central government increased by 63.4 per cent in
the first eight months of FY23, which indicates the importance of developing transport, energy as well as
soft infrastructure.
➡️Private investment Promotion: Taxation policies and incentives can drive private investments in all
three sectors of the economy. For example, corporation tax benefits for startups have enabled the increase
in number of unicorns from around 40 in 2019 to above 100 in 2023.
➡️Export Promotion: Incentives for Promotion of exports like RoDTEP and RoSCTL scheme enable
improved performance in exports as well as decreased value of current account deficit.
��️Public Debt Management: Fiscal policy can help manage public debt effectively, ensuring that it
remains at a sustainable level. This is critical for maintaining the country's creditworthiness and fiscal
stability. FRBM act laid out goals for fiscal markmanship, which to a large extent have not been
complied with, leading to degraded financial position of several state governments as per RBI report.
➡️Social Welfare: Fiscal policy can be used to address social inequality and improve the welfare of
citizens. Programs such as subsidies, healthcare, and education can be funded through government
spending to enhance the well-being of the population. For example, during COVID-19, Atmanirbhar
Bharat program had components to drive a consumption-driven economy and provide free foodgrains.
➡️Counter Cyclical Measures: Fiscal policy can be used to stabilize the economy during periods of
recession or inflation. During a recession, the government can increase public spending and reduce
taxes to stimulate demand and create jobs. In times of high inflation, the government can reduce
spending and increase taxes to cool down the economy.

What is the doctrine of Severability and how has the Supreme Court used it in its various judgements?
Doctrine of severability refers to the judiciary declaring void that part of the statute which is in contravention of the constitution instead of the entire statute.
- According to doctrine of severability, when good and bad provisions are joined using the word ‘and’ or ‘or’ and the enforcement of good provision is not made dependent on the enforcement of the bad one, the two provisions are severable and the good one will be upheld as valid and given effect to.
- On the other hand, if there is one provision which is capable of being used for a legal purpose as well as for an illegal one, it is invalid and cannot be allowed to be used even for the legal purpose.

- Doctrine of severability helps the Judiciary to open the applicability of Judicial Review and to elucidate the Laws and Acts

Caste identities are often used as a means to consolidate power, mobilize voters, and form alliances, which, in turn, reinforces and perpetuates caste divisions and hierarchies.
Casteisation of Politics: Casteisation of politics refers to the increasing influence of caste dynamics and divisions within the political system, to the extent that politics becomes largely defined and driven by caste-based considerations.
- In this scenario, politics becomes a means of perpetuating and reinforcing existing caste hierarchies. Caste identity becomes the primary determinant for political participation and representation, often at the expense of other factors like merit or ideology.
- From a sociological perspective, casteisation of politics is seen as problematic because it can hinder the development of a more inclusive and equitable society. It reinforces the idea that one's caste identity is more important than their individual abilities and aspirations.
