Here is a simple framework to track where housing demand is heading.
For every 1 sqft of office space leased, a city eventually needs roughly 7 sqft of housing. The math behind it is straightforward. A typical employee occupies about 100 sqft of office space but needs a home of 1,500-2,000 sqft. When thousands of new jobs are created, housing demand builds up and then shows up in prices, usually 2-3 years later.
In 2019, Hyderabad set its all-time record for office leasing. The jobs arrived. The income arrived. And then, with a delay, the housing demand arrived too, pushing Gachibowli from roughly ₹4,500/sqft to over ₹11,000/sqft over the following years.
This is not coincidence. That's the ratio working exactly as it should.
Now look at 2025. Hyderabad just recorded its second-highest office leasing year ever - 11.4 million sqft, within touching distance of the 2019. GCCs alone accounted for 5.1 million sqft. The supply side is constrained. The demand side is already in the system.
The 2019 cycle took a few years to fully transmit from office demand to home prices. There's no reason to believe 2025 will be different. The jobs have already moved to Hyderabad.
The question worth asking isn't whether prices will move. It's whether enough homes are being built to meet what the jobs market has already set in motion.
This one rule is deciding which Indian cities stay affordable and which don't.
FSI (Floor Space Index) is a rule that decides how much construction can happen on a piece of land. In most cities, this number is kept low because roads, water lines, and sewage systems were originally designed for a much smaller population. Many of these limits were set decades ago, and while cities have grown and infrastructure has improved over time, the rules have often remained unchanged.
The result? The cost of the land gets divided among fewer homes, making every flat more expensive.
Imagine a builder buys 1 acre of land for ₹100 crore.
With FSI 2, that land can produce about 87,000 sq.ft of homes.
With FSI 5, the same land can produce about 2.18 lakh sq.ft of homes.
The land still costs ₹100 crore in both cases. But when that cost is divided across a much larger number of homes, each home becomes significantly cheaper. Nothing changed except the FSI rule, yet the land cost per sq.ft becomes significantly nearly lower.
While other cities were restricting FSI and watching home prices climb, Hyderabad took a different path. Through GO Ms. 168 in 2012 and the HMDA Master Plan 2031, the city removed the FSI ceiling altogether. Builders can construct based on road width and infrastructure capacity rather than an arbitrary cap.
This doesn't just improve affordability. It also helps create better cities.
Higher FSI allows more homes and amenities to be built closer together, so people don't have to travel long distances for work, shopping, education, or daily needs. That's the idea behind the 15-minute city concept, where most essentials are available within a short walk, cycle ride, or commute. When supported by the right infrastructure, higher density can improve walkability, reduce traffic, and make public transport more useful.
It also makes life easier for city planners. When more people live in the same area, roads, water supply, sewage systems, and public transport can serve more residents without the city having to keep expanding outward. This makes infrastructure easier and more cost-effective to build, maintain, and upgrade over time.
Cities like Tokyo, Singapore, and Manhattan figured this out long ago. Higher density development is one of the reasons they can accommodate large populations while continuing to grow. And yet, the conversation around housing affordability in India almost never mentions FSI. People debate loan rates, stamp duty waivers, and subsidy schemes, while one of the biggest drivers of home prices remains largely invisible.
