The node set will remain the same, the validator set will decrease.
So the number of physical (or virtualized, in the case of those using a VPS) operators securing the network won’t change.
We’ll just have a clearer idea of how much stake they each contribute (assuming they do consolidate their validators).
The probability of being selected as a validator is *already* weighted by the effective balance of that validator (so, no code change is required there).
For now, nearly all active validators n have the same balance of 32 ETH, so that weight is neutral and it *looks* like the probability of being selected is simply 1/n.
In fact, those few validators with < 32 ETH have a chance of being selected that is very slightly < 1/n.
To illustrate, once Pectra goes live, a node operator running two validators of 32 ETH each will have the same odds of being selected as another operator running one consolidated validator of 64 ETH. There’s no downside to consolidating from that angle.

I’d rather see MEV smoothing enshrined at the protocol level.
That would take away the unbeatable advantage that large LST providers enjoy (e.g., Lido) and incentivize decentralization.
It would also level the playing field for solo stakers, whose investment in a staking node isn’t so lucrative compared to alternatives (especially in a high-interest macro environment like today).
Consensus rewards are about 3% APR right now, and execution rewards are few and far between for solo stakers competing against nearly 1M active validators.
