Africa's mobile money market crossed $1 trillion in transactions in 2024. In many fragile states, governments are watching that money flow through their economies without a single line in the tax code to capture it.
This is an MC14 negotiation opportunity.

The WTO's rules on digital trade were written in 1998.
Countries including Liberia, Somalia, and South Sudan had no seat at the table. They will inherit rules they had no voice in shaping. That is not a technology gap. It is a trade policy gap with a fix.
