The Music Economy Development Initiative, a global partnership of the Center for Music Ecosystems, Global Citizen, the International Finance Corporation, and Universal Music Group; today releases its first country econometric forecast. The finding for Nigeria: USD 231.43 million in recorded music revenue forecast to go uncollected per annum from 2027, in the absence of effective copyright enforcement, collective management infrastructure, and payments systems. These are music revenues alone. The broader creative economy opportunity is larger.
This data does not describe a distant possibility. It describes what is achievable with the frameworks Nigeria is already building.
On 30th April 2026, the Federal Republic of Nigeria gazetted S.I. No. 22 of 2026, the Copyright (Levy) Order, the first stage of a comprehensive copyright reform programme. The Order was signed by the Attorney-General of the Federation and Minister of Justice, Lateef O. Fagbemi, SAN, whose leadership in advancing the legal architecture that Nigeria's creative sector requires has been decisive. The levy — applies at 5% across devices, storage media, and cloud services — distributes by law: 50% to rights owners through collective management organisations; 20% to the Creative and Tourism Infrastructure Corporation (CTICo) for creative infrastructure; 20% to the Nigerian Copyright Commission for anti-piracy enforcement.
The second stage, CMO regulations, governing the collective management organisations through which levy revenues reach creators, is in preparation. Internal deliberations are complete. Stakeholder engagement, in collaboration with the Nigerian Copyright Commission and the private sector, is the next step.
Nigeria is building the tracks. The MEDI forecast shows what runs on them.
