He, with Ibu, has basically written the rule book for fiscal & debt management for small island states.
His philosophy is, negotiate & get commitment to good borrowing terms during “good times” & utilise it during “bad times”.
That’s exactly what he did. He signed a $400 million (6.16 billion MVR) currency swap bilateral agreement with India 🇮🇳 in July 2019. We didn’t know a pandemic was on the day when he signed it.
After 8 months, the pandemic hit Maldives in 2020. The bilateral agreement that he negotiated in July 2019 was activated in April 2020 accordingly.
This currency swap agreement was one of the smartest moves any finance minister has ever done in recent history. Can you imagine what would have happened to Maldives if Ameer didn’t negotiate it back in July 2019 and we weren’t ready?
