The undocumented rule: you can only reply to accounts that have already mentioned or engaged you. Cold replies to large accounts are blocked at the API layer, and no tier upgrade buys past it.
The API sells you write access. It does not sell you reach. Reach is a relationship graph the platform owns — you can't pay to skip it.
