Attorney-General and Minister for Justice, Dominic Ayine, has firmly pushed back against the Court of Appeal’s ruling clearing former MASLOC CEO Sedina Tamakloe Attionu.

Reacting to the judgment, the A-G insisted that there was clear merit in the original High Court ruling, maintaining that the state established a solid case requiring the former Chief Executive to answer for the financial losses incurred by the agency.

A few people remembered that I wrote a detailed piece on the enskinment of the Yaa Naa in 2019 (see thread.)

Since His Majesty passed away (may Allah keep his soul), more than a few have asked if I want to update my piece.

Yes, quickly.

1. The late Yaa Naa’s first son has been recognised with the appropriate princely title. Kuga Naa has formally enskinned him as Regent.

2. The field of succession is narrow. The Supreme Court’s judgment of 17 December 1986 (codified in PNDC Law 179 of 1987) and reaffirmed in Dagbon’s adopted 2022 cnstitution (awaiting final enactment) recognises as candidates the sons of former Yaa Naas who occupy one of the three gate skins: Karaga, Mion and Savelugu.

3. The kingmakers remain the Kuga Naa, Tugurinam, Kpati Naa and Gomli.

4. The succession shall be determined once again by consultation and soothsaying.

5A. As matters stand, three men enter the shadow of Yani.

5B. In Savelugu sits Yoo Naa Abdulai Yakubu Andani V, formerly Kampakuya Naa and Regent of Yaa Naa Yakubu Andani II, a Prince of uncommon lineage.

5C. In Mion sits Mion Lana Alhassan II, a son of Yaa Naa Mahama Bla, installed in June 2025 after a contest involving princes from both royal gates.

5D. In Karaga sits Naa Abdulai Naatogma, a son of former Yaa Naa Abdulai Bila, enskinned in 2020 and subsequently affirmed as the lawful occupant by the Judicial Committee of the Northern Regional House of Chiefs. After some agitation.

6. The late Yaa Naa Abukari II belonged to the Andani gate. The strict rotation restored by the Supreme Court therefore points next toward Abudu. So it is really Mion and Karaga.

7. I am not a betting man but if you were to push me, I would say that Mion has the upper hand.

8. Mion Lana Alhassan II has several advantages. He is indisputably a son of a former Yaa Naa, occupies a recognised gate skin and was selected for Mion by the late king after broad competition. His long public-service career and relatively recent arrival at Mion give him, at least from the available public record, a less conflict-laden profile than other claimants.

9. There is also a quieter political logic. The death in 2022 of the previous Mion Lana removed the man widely described as the Abudu heir apparent. By filling Mion in 2025 with another senior Abudu prince, Yaa Naa Abukari restored an eligible Abudu presence to a skin long treated as a principal road to Yani.

10. But Karaga Naa too has a good claim. He has occupied his gate skin longer (since 2020, as I recall), and has acted publicly as head of the Abudu Royal Family. The only issue is that his enskinment generated prolonged litigation and rival occupation of the palace before his confirmation.

11. Yoo Naa is legally within the candidate field, but it is a bit of a tall order. Another Andani succession would produce a third consecutive effective Andani victory, following Yaa Naa Yakubu II and Yaa Naa Abukari II. It would also sit uneasily with the Supreme Court’s command that rotation be scrupulously observed.

12. Last scenario is a much longer managed regency than expected due to a lack of clear Abudu consensus.
