Day III: The third day of the Albertine Graben oil and gas field excursion commenced with a morning briefing at Kabalega Resort in Hoima. Participants were taken through the day’s programme, expected outcomes, and safety guidelines ahead of the field visits.

The day’s itinerary includes visits to Kabalega International Airport to appreciate the strategic infrastructure supporting Uganda’s oil and gas industry, followed by the Escarpment Viewpoint, which offers a panoramic view of the major oil and gas facilities within the Albertine Graben.

Participants will then proceed to Well Pad 2 to observe drilling operations and gain a deeper understanding of oil extraction processes before visiting the Central Processing Facility (CPF), where crude oil is processed prior to transportation. At Well Pad 1, they will learn about production operations, including metering systems and crude oil handling processes.

The excursion also includes visits to Buhuuka Market, a community demonstration garden, and a gravity water scheme to assess the socio-economic benefits and community development initiatives resulting from oil and gas activities in the region.

The day’s programme will conclude with a tour of the Luwero Industries Waste Management Facility, where participants will gain insights into waste management systems and environmental sustainability practices within Uganda’s petroleum sector

The Court of Appeal team has celebrated non-judicial staff and internship students who were attached to the Court who recently enrolled on the Roll of Advocates

The function, held yesterday at the Court of Appeal, was organised to congratulate them on this significant milestone in their legal careers.

The newly enrolled advocates are Mr. Kaddu Reagan David, Mr. Tuhebwe Joland, Ms. Atwine Charity and Mr. Khaukha Micah.

In their remarks, the newly enrolled advocates expressed appreciation to the Justices of the Court of Appeal, Registrars, Magistrates, and non-judicial staff for the support and encouragement extended to them throughout their journey.

Justice Geoffrey Kiryabwire (Justice of the Court of Appeal and Court Administrator), congratulated the advocates on their achievement. He acknowledged that the journey to becoming an advocate may not have been easy, as it involved financial pressures, work responsibilities, and personal challenges. He commended them for their perseverance in reaching this milestone and encouraged them to cast their nets wide by exploring the diverse career opportunities available within the legal profession, beyond judicial service.

The event was attended by Registrars at the Court of Appeal, including HW Rukundo Allen Owembabazi (Registrar, Court of Appeal), HW Natukunda Janeva, HW Zulaika Nanteza, and HW Jane Mugala (Deputy Registrars, Court of Appeal). Happening now: The Judicial Training Institute (JTI), in collaboration with the Uganda Revenue Authority (URA), the Uganda National Oil Company (UNOC) and the Petroleum Authority of Uganda (PAU), has today commenced a five-day judicial capacity-building programme on Uganda's Oil and Gas Sector. Day One has began with a pre-departure training at the Supreme Court Conference Hall in Kampala.

The programme has brought together Justices of the Supreme Court and the Court of Appeal, the Principal Judge, High Court Judges, judicial officers from the lower bench, members of the Judiciary's Senior Management, as well as representatives from the Uganda Revenue Authority (URA), the Petroleum Authority of Uganda (PAU), the Uganda National Oil Company (UNOC), the Ministry of Energy and Mineral Development (MEMD), the Bank of Uganda (BoU), and members of the media.

The pre-departure training is intended to equip judicial officers with the legal, regulatory and economic knowledge necessary to enhance their understanding of Uganda's oil and gas sector ahead of a four-day field study tour. The Chief Justice, Justice Dr. Flavian Zeija, will officially open the programme, while the Governor of the Bank of Uganda, Dr. Michael Atingi-Ego, will deliver the keynote address. In attendance; the Minister of Energy and Mineral Development, Dr. Monica Musenero Masanza; the Commissioner General of the Uganda Revenue Authority, Mr. John Musinguzi Rujoki; and Mr. Innocent Kihika, Member of the Board of Directors of the Petroleum Authority of Uganda.

The opening session is chaired by the Deputy Chief Justice, Justice Moses Kazibwe Kawumi, while the afternoon technical sessions are chaired by the Principal Judge, Lady Justice Jane Frances Abodo.

The Day One programme is moderated by the Registrar Communications and Public Relations of the Judiciary, HW James Ereemye Jumire Mawanda.

Participants will receive an overview of Uganda's oil and gas sector and the objectives of the field study from Mr. Peter Muliisa, Chief Legal Officer at UNOC. This will be followed by a presentation on the enforcement of national content, labour rights and employment dispute resolution in Uganda's petroleum industry by Mr. Ali Ssekatawa, Director of Legal and Corporate Affairs at PAU.

The programme also features a high-level panel discussion on taxation in the oil and gas sector, petroleum revenue management, investment, financial governance and the Judiciary's role in driving economic development. The discussion is moderated by Mrs. Catherine Donovan Kyokunda, Commissioner for Legal Services and Board Affairs at URA, with panelists including Mr. Moses Kaggwa, Director of Economic Affairs at the Ministry of Finance, Planning and Economic Development; Mr. Godfrey K. Mucurezi, Assistant Commissioner for Petroleum at URA; and a representative from the Bank of Uganda.

Another thematic session focuses on the environment, land disputes, wildlife, tourism and economic development in the oil sector. Moderated by Justice Prof. Andrew Khaukha, Executive Director of the Judicial Training Institute, the session features presentations by Prof. Dr. Emmanuel Kasimbazi of Kasimbazi & Co. Advocates, Mr. Chemonges Sabilla Mongea, Commissioner for Legal and Corporate Affairs at the Uganda Wildlife Authority, and Ms. Diana Kwesiga, Senior Legal Officer at the National Council of Sports. The discussions are aimed at strengthening judicial capacity to effectively adjudicate the complex commercial, environmental, labour and investment-related disputes associated with Uganda's petroleum industry.

The programme will continue with a four-day field study tour where participants will undertake an orientation at the Uganda Petroleum Institute Kigumba (UPIK) before visiting key petroleum infrastructure and operational sites. These include Hoima City Stadium, the Kingfisher Development Area, the East African Crude Oil Pipeline (EACOP) Pump Station one among others

This morning the Chief Justice, Justice Dr. Flavian Zeija, presided over the Administration of Justice Programme Leadership Committee meeting at the Supreme Court Building Conference Hall in Kampala.

The meeting aimed to discuss priorities and strategies for strengthening the administration of justice in Uganda.

During the meeting, there was a presentation and discussion of the Administration of Justice Programme priorities for FY 2026/27, a presentation on the status of the enactment of the Legal Aid Bill, the Constitutional Affairs (2022), the Witness Protection Law, and the Mutual Legal Assistance Law, as well as a presentation and discussion on the multi-pronged strategy to reduce congestion in prisons.

There was also a presentation and discussion on the challenges and recommendations for strengthening Local Council Courts to effectively handle disputes at the grassroots level, as well as a presentation and discussion on challenges and recommendations for strengthening juvenile justice.

The meeting concluded with the launch of the Administration of Justice Programme Strategy, Project, and Logo.

The meeting was attended by Judicial Officers in different capacities, senior Judiciary administrators, and representatives from various justice sector stakeholder institutions including Uganda Police Force, Uganda Prisons Service, Inspectorate of Government (IGG), Judicial Service Commission (JSC), Law Development Centre (LDC), Ministry of Gender, Labour, and Social Development, Ministry of Internal Affairs, Ministry of Local Government, National Planning Authority, and Development Partners among others.

In attendance; the Deputy Chief Justice, Justice Moses Kazibwe Kawumi, Hon. Prof. Ephraim Kamuntu (Minister, Internal Affairs), Hon. Amos Lugoloobi (Minister of State for Finance, Planning and Economic Development), Hon. Mary Kuteesa Kamuli, Minister of State for Gender, Labour and Social Development (Gender and Culture), Justice Dr. Douglas Karekona Singiza (Chairperson Judicial Service Commission) and Lady Justice Naluzze Aisha Batala (Inspector General of Government).
