Within societies, the elite circles are always kept occupied by an esoterica. A positive society makes art, charity, faith, family discipline and exploration something which gives status and power. This is derived from the mostly Christian mindset of the Old World. In the post-WW2 world, this is not the case. They're no longer a prestige in such things. The aristocrats are no longer a refined class of patrons, they're individualistic upstart radicals with a point to prove.
This leaves the Old World elite out of place. They lack the social currency and power they've become accustomed to, which in some way keeps Old World countries running. The ability to rub shoulders with the New World elites is irresistible to people who think they're owed status.
On the other end, people who desire to become a part of the upper crust of society, seeing themselves as men of mystery, seek out experiences that make them special and count them apart from the masses.
By cultivating a 'scene', Epstein creates a new esoteric myth for the elite to participate within, merging nobility and a sort of sci-fi eugenics-lite. This is the marrying of espionage and secret societies. He uses this myth to enthrall his targets and get them to engage more and more within the 'scene' he's created to them, since it's theatre really. The final 'act' is something horrific that can be used to keep his targets in their roles for his benefit, and the benefit of his benefactors.

@sleepy_devo This is physically impossible, read people like Charles Hall. A modern, luxury economy needs at least a 12:1 EROI from oil (as a baseline) to sustain itself. You are offering no alternative to the material benefits and physical properties of oil as an energy dense fuel source.
