It occurs to me that a good analogy would be a law banning minors from tanning salons, which surely would have a disparate racial impact.

Wherein UV for skin treatment or depression would still be allowed as administered by dermatologists/psychiatrists.

They merely bar certain chemicals from being applied to ANY fruit that is unripe & suffering from a particular narrow set of ailments.
