Same as "Jewelry is evil", "drums are evil". You can just whip up eisegesis from your own assumptions of other people's intent. Even folks that think humans can 'decree a thing' do so 'in the mighty name of Jesus'. Instead of shedding more light, "Evil"

You can advocate for excellence in theology without being condescending and outrightly impugning the person.

What the Bible says is that we should subject all our plans to the will of God, and all our sayings alike.
We should say "If the Lord wills," not that we shouldn't say at all. We should plan and subject the plan to God's will, not that we should not plan at all.
Taken the way you presented it, we would become passive; and if we become passive, we won't do anything for God Himself.
