She has been publicly identified as such for years — “Rep. of Puntland in North America,” head of the Puntland diaspora community, and speaking in that official capacity.Despite actively representing a foreign government entity (Puntland has its own president, parliament, and military), there is no public FARA registration on file with the U.S. Department of Justice.

That’s a problem when you’re operating as an agent of a foreign principal on U.S. (and Canadian) soil.Even more concerning: Mulki Hussein and associates raised roughly $500,000–$600,000 from the Minnesota Somali community for the Puntland Defense Forces — Puntland’s official military.

These funds were reportedly gathered through community events and organizations in Minnesota for Operation Thunder and other military support efforts against ISIS in the Almadow mountains. Sounds like an excellent cover story for fraud.

This is exactly the kind of activity that should trigger Foreign Agents Registration Act (FARA) requirements: representing a foreign government’s interests and raising money for its armed forces from residents in the United States.

This is the caliber of supporter Ilhan Omar proudly features and relies on in her Minnesota base. When one of her biggest local backers is the unregistered North America representative of a Somali regional government actively fundraising hundreds of thousands of dollars for foreign military forces from American soil, it demands scrutiny.

Americans deserve full transparency on foreign influence in our politics — especially in districts with large diaspora communities.

If you’re acting as a foreign government’s envoy and directing funds to its defense forces from the U.S., register under FARA. No exceptions. Ilhan Omar’s circle should be asked: Who do their loudest cheerleaders actually answer to?
