We monitor, analyze, and respond to legislative and policy initiatives affecting the education and lifelong prospects for students with disabilities in CA.
California is on the verge of enacting a state literacy plan that would defer figuring out the needs of students with dyslexia until after special education evaluations, and that says all children learn language similarly and “naturally." Have we learned nothing?
To President-Elect @JoeBiden and his transition committee: please do not appoint a Secretary of Education who opposes scientific reading instruction for all students and special education rights. Pick someone outside K-12 who can review the evidence. Here’s our urgent letter:
@steamroller333 @IDAnorcal@disabvoters Call the Appropriations Committee members today as early as possible: https://t.co/plCyVznMvp Ask them to vote “no” on SB 614. This is a radical change in California education. It is being rushed through without enough input.
SB614 should be revised to toss out the bathwater, not the baby, directing @CalCTC to make #RICA humane:
1. Split to before/after lunch
2. Allow computer or paper
3. Let applicants retake failed part only
4. Raise time from 4 to 6 hours
5. Waive/subsidize fees
#StopSB614
SB 614 is not just a dyslexia issue, though #dyslexia becomes far more impairing with inadequate reading instruction. Students with #autism are often denied solid reading instruction and are at least equally at risk. #RICA#StopSB614 https://t.co/OP7NVTFL6H
@Vimos It's taking way too long to get administrators, teachers, and education professors to drop easy, intuitive methods that work with the luckiest students but fail many. The answer is not to give up on bringing reading science to California! #NoOnSB614#StopSB614
In 2007, the @CalCTC reported to the legislature on the study it had required of whether to end #RICA and fold #reading into performance assessment. The idea was rightly rejected. #SB614 would end RICA and gut the definition of reading instruction. https://t.co/EabCj3zjvO
California schools fail to teach many students to read DESPITE strong standards and teacher competency measures, not BECAUSE of them. FIX THE REAL PROBLEMS — ed schools' and districts' adherence to whole language and resource gaps.

@LouisaMoats CAPCA has been trying to get state legislators to read this as they consider redefining reading instruction and scrapping the Reading Instruction Competence Assessment #RICA#StopSB614
@DDCalifornia Dr. @LouisaMoats is a national treasure. For many years, the American Federation of Teachers has contracted her to explain the science of #reading. Here's the current version: https://t.co/oBteZKyGaI
@Vimos @LorenaAD80 Agreed. Please SLOW DOWN! PLUS: failure and refusal to provide adequate #literacy instruction results in disproportional assignment of students of color to special education, where often they get much stigma, and little help.
Don’t shoot the messenger! #RICA is “hard” esp on 1st try because: 1) Reading is complex, though good curricula ease teacher burdens. 2) Many teacher preparers prefer “whole language.” 3) RICA requires reading comprehension & ability to write. RICA IS NOT THE PROBLEM. #StopSB614
.@LouisaMoats is a wonderful, national, and once-upon-a-time, California-contracted resource. Her publication for the American Federation of Teachers (#AFT) needs IMPLEMENTATION. https://t.co/oBteZKyGaI
For most students, being clued in to "What the Words Say" is a revelation. For many, it comes too late. SB 614 would make matters far worse. Statute and Reading Instruction Competence Assessment (#RICA) aren't enough, but they are necessary. #StopSB614
