1. Split to before/after lunch
2. Allow computer or paper
3. Let applicants retake failed part only
4. Raise time from 4 to 6 hours
5. Waive/subsidize fees

Don’t shoot the messenger! #RICA is “hard” esp on 1st try because: 1) Reading is complex, though good curricula ease teacher burdens. 2) Many teacher preparers prefer “whole language.” 3) RICA requires reading comprehension & ability to write. RICA IS NOT THE PROBLEM. #StopSB614
