1⃣Refuse Buyers Clubs: Implement consolidation schemes, as in Bond St
2⃣ ‘Reverse Deliveroo’ for commercial waste collections. Encourage e-cargo bikes
3⃣ Centralised locations to deposit waste

4⃣Push limits of existing powers. Councils could make better use powers available under Section 47 of Environmental Protection Act 1990
5⃣Make offenders Pay, review maximum penalty & fine levels

6⃣Reduce number of town centre operators through more stringent licensing
7⃣Create new waste definition of ‘ordinary commercial’ permitting small businesses to use municipal collection
