Regulation and a contemptuous, sneaky sleight of hand.
@Ofwat has now admitted the law requires WCs to only ever dump sewage in "exceptional circumstances". It has also admitted that for 35 years we've paid WCs all of the money needed to comply with that obligation.
After investigation Ofwat has ruled that at least 3 WCs have broken the law.
