Is the Manipur Police so incapable of preventing atrocities carried out by certain Kacha Naga, Tangkhul, Liangmai, and some unemployed Thibaikon Meitei individuals?

Why are civilians being subjected to vandalism, harassment, intimidation, and assault without appropriate action being taken?

If the Manipur Police are not in a position to handle these individuals and restore law and order, we respectfully request that the state government make an official statement to this effect with clarity and transparency. For how long will minority communities such as Nepalese, Biharis, and the Mao community continue to suffer atrocities at the hands of these unemployed Kacha Naga, Tangkhul, and Liangmai individuals, drunkards, and drug addicts?

The Kuki CSOs Working Committee, Kamjong District, has strongly rejected the allegations surrounding the destruction of the Namban River Bailey Bridge, describing them as false, baseless, and misleading. In its press release dated 23 July 2026, the committee maintained that the incident should be investigated through an impartial, transparent, and evidence-based process rather than through speculation or unverified claims. It called upon the competent authorities to establish the facts and ensure that responsibility is determined strictly in accordance with the law.

The committee further appealed to the Government of India, the Government of Manipur, and central investigating agencies to conduct a comprehensive and independent inquiry into the destruction of the bridge. It urged the authorities to take strict legal action against anyone found responsible for damaging public infrastructure, obstructing lawful security operations, or engaging in activities that threaten peace, security, and public safety. According to the committee, accountability must be guided by credible evidence, due process, and the rule of law.

Reaffirming its commitment to peace, justice, and democratic principles, the committee also stressed the urgent need to restore connectivity, protect civilians living in conflict-affected areas, and ensure the safe, voluntary, and dignified return of displaced Kuki families to their ancestral villages. It emphasized that sustainable peace can only be achieved through truth, justice, accountability, and equal protection under the law for every community. The committee concluded by urging all stakeholders to refrain from spreading misinformation, cooperate with lawful investigations, and work towards lasting peace, stability, and reconciliation in the region.

Kuki Inpi Slams NIA Over Arrests of Kuki Community Members, Questions Impartiality of Probe

The Kuki Inpi Manipur, the apex body of the Kuki community, has issued a strong condemnation of the National Investigation Agency (NIA), accusing the central agency of carrying out arbitrary arrests targeting members of the Kuki community.

In a detailed press statement released on Monday, the organisation termed the recent actions of the NIA as "indiscriminate, arbitrary and politically motivated." The body alleged that the agency is functioning under political pressure instead of upholding the principles of a fair and impartial investigation.

The statement specifically referred to the recent arrest and filing of charges against several Kuki individuals from Leilon village and the Leimakhong area in Kangpokpi district. According to the Kuki Inpi, these arrests were made not on the basis of concrete and verifiable evidence, but to appease public sentiment and political outrage following recent incidents of violence in the state.

Drawing a comparison to highlight what it called unequal application of law, the Kuki Inpi pointed out that authorities acted swiftly in the case involving the killing of six Naga individuals. In contrast, it alleged that the deaths of 15 Kuki people, who the organisation claimed were killed by the NSCN (IM) and its allied group ZUF-K, have not seen any serious investigation. The body said that justice remains pending for the families of the 15 victims and no significant arrests have been made in those cases.

The organisation stated that this difference in response shows a clear double standard in the approach of law enforcement and investigative agencies in Manipur. It argued that agencies appear to act quickly when there is political or majoritarian pressure, while crimes committed against the Kuki community are overlooked or delayed.

While reiterating its respect for the Constitution and the rule of law, the Kuki Inpi emphasized that justice must be blind and free from any political influence. It warned that investigations guided by public perception or political convenience rather than facts and evidence would weaken constitutional safeguards and reduce public trust in the justice delivery system.

In its list of demands, the Kuki Inpi called for:

1. An immediate stop to arbitrary arrests of Kuki individuals without proper evidence and due process.
2. A transparent and time-bound investigation into all incidents of violence in the state, including the pending cases of the 15 Kuki victims.
3. Judicial oversight to ensure that agencies like the NIA are allowed to function independently without political interference.

The apex body has also appealed to national and international human rights organisations, civil society groups, legal experts and the judiciary to take cognizance of what it described as selective enforcement of law and to raise their voice against arbitrary detentions.

The Kuki Inpi conclded that lasting peace in Manipur cannot be achieved through one-sided action, but only through equal justice for all communities.

We VEHEMENTLY REJECT the filthy, baseless, and malicious propaganda from Tangkhul supremacist outfits blaming “Kuki militants” and even the Assam Rifles for the deliberate destruction of the vital Bailey Bridge across the Namban River (between Phange and Chatric Khunou).

This is nothing but a cowardly cover-up of their own terrorist crimes and ethnic cleansing campaign against the Kuki people.

Ask yourselves these simple questions the propagandists can NEVER answer honestly:

📌 Why would any Kuki—militant or civilian—risk entering heavily controlled Tangkhul territory, past NSCN-Eastern Flank cadres and armed Naga Village Guards, to sabotage a bridge with explosives? Are those guards all blind, deaf, and incompetent?

📌 Why would the Assam Rifles destroy a critical lifeline for connectivity, security, and civilian movement?

These are FABRICATED LIES designed to shield the real culprits.

The full blame falls squarely on Chatric Village Authority, its Chairman KS Ramsing, and Secretary AS Ningreishang.

On 16 May 2026, they banned the free movement of people and security forces, blocked roads, and even mobilised their women to obstruct Assam Rifles and Indian Army operations against Tangkhul NSCN militants sheltered in their villages.

This bridge was deliberately blown up to permanently cut off connectivity and prevent displaced Kuki families from returning to their ancestral villages—Lanchah, Kultuh, and Phaikoh—which were brutally burnt to ashes by Tangkhul NSCN-IM fascist terrorists.

These same groups—Tangkhul Naga Long (TNL), Tangkhul Naga Zingsho Longphang (TNZL), Chatric Village Authority, and their ilk—have a long, blood-soaked history of attacking innocent Kuki civilians, burning villages, and promoting fascist ideology.

This is classic ethnic supremacism and fascism. They attack Kukis, shield their own militants, obstruct security forces, and then blame the victims.

OUR DEMANDS:

📌 An immediate, impartial investigation by the Government of Manipur and central agencies into KS Ramsing, AS Ningreishang, and Tangkhul NSCN-IM elements for the destruction of the bridge and the burning of Kuki villages.

Fresh Surveillance and Provocation on NH-202

The Kuki CSO Working Committee, Ukhrul (WCKCSOs-Ukhrul) expresses grave concern over the continued surveillance, intimidation, and disruption faced by neutral transporters delivering essential commodities to Kuki-Zo villages along NH-202 amid the ongoing conflict and selective economic blockade.

Meitei Pangal (Manipuri Muslim) drivers transporting food, medicine, fuel, and other essential supplies have reportedly been subjected to interception, confiscation of goods, threats, and physical assaults. According to reports, two drivers have sustained injuries and are currently undergoing medical treatment after being attacked while carrying out their lawful duties.

At approximately 8:10 a.m. on 23 July 2026 at Mongkot Chepu, a Tangkhul individual travelling in Truck No. MN01-6584, en route from Ukhrul to Imphal with a consignment of firewood, was observed recording villagers, a Meitei Pangal driver, and a trader peacefully unloading essential commodities. The individual allegedly made provocative hand gestures while filming, creating serious concern that the recording was intended to identify and intimidate those involved in supplying essential goods to Kuki-Zo villages and discourage future transportation.

The individual was later intercepted by alert villagers at Vahuisi along NH-202. The mobile phone used to record the footage was damaged during the incident. The individual was not physically assaulted and was allowed to leave safely in the presence of security personnel after the timely intervention of WCKCSOs-Ukhrul and personnel of the Madras Regiment under 8 Bihar Regiment. The matter was immediately reported to Litan Sareikhong Police Station, and the damaged mobile phone was handed over to the police for forensic examination and investigation.

WCKCSOs-Ukhrul strongly condemns all forms of surveillance, intimidation, and harassment directed against civilians and neutral transporters. Such actions create fear among drivers and traders who are merely ensuring the delivery of essential commodities to vulnerable communities. The continued silence and inaction of the authorities despite repeated reports of threats, assaults, and intimidation along NH-202 raises serious concerns regarding equal protection under the law.

The Committee urges the Government of India, the Government of Manipur, and the concerned law enforcement agencies to conduct a fair, impartial, and time-bound investigation into this incident and all previous attacks on neutral transporters. Those found responsible should be held accountable strictly in accordance with the law, irrespective of their affiliation.

WCKCSOs-Ukhrul further calls upon the authorities to ensure the uninterrupted movement of essential commodities, strengthen security along NH-202, and provide adequate protection to all civilians, transporters, and traders so that humanitarian supplies can reach affected communities without fear or obstruction.
