If a person got hit by a vehicle and injured seriously who is unable to tell the number of that vehicle shouldn't give a complaint? If that reason because he couldn't tell the vehicle number can police denied to give receipt to his complaint?!!!

ASI denied to give receipt for a genuine complaint from a accident victim who has serious injuries...got hit by Tata Ace. The accused is absconding.

ASI two town Kakinada denied to give receipt to the victim who is PC APSP got hit by Tata Ace and was unconcious day b4 wit head injury and fractures on both hands, nw managed 2go 2police. The person who hit with Tata Ace is absconded.
