The Coalition to Stop Maternal Mortality due to Unsafe Abortion (@CSMMUA_) convened its Quarter One meetingto strengthen coordination and sharpen advocacy efforts aimed at advancing women’s health and rights in Uganda.
The meeting brought together coalition members to plan strategic advocacy engagements around Supreme Court Constitutional Appeal No. 1 of 2026 (arising from Petition 10), a case with significant implications for access to Sexual and Reproductive Health and Rights (SRHR).
Discussions also focused on identifying high-impact, time-sensitive priorities to inform the coalition’s 2026 annual work plan, which will later be presented to the Steering Committee for consideration and guidance.

Nearly every indigenous NGO, and many private not-for-profit (PNFP) hospitals, would be classified as "foreign agents" because they are funded by development funding, most of it coming from donors outside the country. This
creates a theoretical paradox where the state designates its primary partners in human capital development as potential threats to sovereignty.
As Civil Society, therefore recommend that the Sovereignty Bill be completely abandoned at this stage because external financing is already regulated, and any proposed changes can be achieved by way of modification in the existing legal framework without compromising constitutional freedoms and economic development.

The Center for Health, Human Rights and Development (CEHURD) has undertaken a comprehensive review of the Sovereignty Bill 2026, focusing on the role of external financing in supporting the Human Capital Development Programme, particularly the health sub-programme.
As the role of civil society in defending the rights and interests of the most vulnerable cannot be overlooked, through legal support, policy and legislative reforms, raising awareness on the rights and responsibilities of both citizens and the State, and advocating for an inclusive and progressive society, it was important to convene Civil Society Organizations to examine the implications of the Bill.
Together, we assessed its proposed restrictions on NGO financing frameworks and their potential impact on health systems, human capital development, and Uganda’s broader national development goals.

“While transparency and accountability in civil society financing are legitimate regulatory aims, the current design of the #SovereigntyBill2026 risks undermining constitutional freedoms. It duplicates existing safeguards, may create a chilling effect on civil society and development work, and could weaken the health system’s financing architecture.
There is also concern that it may generate adverse developmental outcomes and reverse progress made on key health indicators, as well as affect other sub-programmes such as education and social protection”. ~ Our Deputy ED @Nakibuukam gives an analysis of the Bill.

In today’s @DailyMonitor, page 7, our Director of Programmes, @richardmuganzi, makes a simple point that national health insurance isn’t something we can keep debating, it’s something we need to get done.
Right now, too many Ugandans are one illness away from financial distress. With out-of-pocket payments covering nearly 40% of health expenses, access to care is still determined by ability to pay. That’s not just inefficient. It’s unjust.
A well-designed National Health Insurance Scheme has the power to change how healthcare works in Uganda. By pooling risk across the population, it spreads the burden more fairly, protects families from catastrophic costs, and brings us closer to universal health coverage.
Countries like Rwanda and Ghana have shown that progress is possible when systems are designed with equity at the center. Uganda has that same opportunity right now.
The question is no longer whether we need national health insurance. It’s whether we will act with the urgency and intention required to make it work for everyone.

Women’s participation in electoral processes should never come at the cost of their safety. Yet for many, gendered political violence remains a real and persistent barrier.
We are highlighting a new publication by our coalition member @WomenProbono Initiative - that brings these realities into focus. The research captures the lived experiences of women in politics, exposes how violence disproportionately targets them, and lays out practical steps to strengthen protection and meaningful participation.
This is a timely contribution to ongoing efforts to build safer, more inclusive electoral spaces in Uganda.
