Kamjong District, Manipur | June 11, 2026:
Kultuh, a Kuki village located in Kamjong District of Manipur, reportedly came under a pre-dawn attack on Thursday, resulting in the deaths of two prominent community leaders and the destruction of several houses.

According to local sources, the attack occurred shortly after the reported release of 14 Kuki hostages by the United Naga Council (UNC). Residents alleged that armed cadres associated with the NSCN-IM's (EF) launched the assault on the village during the early hours of the morning.

The victims were identified as the village's Head Deacon and Youth Chairman. Several houses were also reportedly set ablaze during the attack, forcing villagers to flee for safety.

Community members have condemned the violence and expressed concern over the recurring cycle of armed confrontations in the region. They questioned why church leaders and community representatives often become targets during such incidents and called for an impartial investigation into the attack.

The incident has further heightened tensions in an area already affected by ethnic and political conflicts. Local leaders and civil society groups have urged authorities to take immediate measures to prevent further escalation and ensure the safety of civilians.

Various community organizations have reiterated that violence against civilians, regardless of identity or affiliation, must be condemned unequivocally. They called on all stakeholders to pursue dialogue and peaceful solutions to prevent further loss of life and destruction of property.
Authorities are expected to investigate the incident and assess the extent of the damage.

The Kuki Organization for Human Rights Trust (KOHUR) has issued a press release strongly objecting to a recent statement made by Lt. Gen. Shri Vikas Lakhera, Director General of Assam Rifles. The statement alleged that around 42,000 outsiders have entered Manipur through the Indo-Myanmar border since December 2024.

KOHUR argues that this claim is "riddled with contradictions." If the individuals are indeed illegal entrants, it questions how their biometrics were obtained. Furthermore, if their biometrics were duly recorded, it is inconsistent to brand them as illegal. The organization also highlights the contradiction in the statement, as the borders are fenced, guarded, and monitored by security forces, yet a large number of people are alleged to have crossed into Manipur.

The press release raises serious concerns about the Free Movement Regime (FMR) and whether the policy has failed, given that tens of thousands have entered despite fences and checkpoints. Instead of acknowledging policy lapses, KOHUR believes that the statement scapegoats "outsiders" in vague and loaded terms, risking communal targeting and further destabilizing Manipur's fragile social fabric.

KOHUR emphasizes that at a time when thousands remain displaced and tensions are high, such ambiguous and provocative remarks can only incite hatred. As a disciplined and professional force, the Assam Rifles should be aware that its words carry weight and must communicate with clarity, fairness, and responsibility.

The organization demands that the DGAR produce a white paper immediately to clarify the statement. Failure to do so will be viewed as an act of dehumanization against the Chin-Kuki-Mizo people, and KOHUR will take necessary steps to defend their dignity and rights.
