The Minister’s public policy for Iranian nationals in Canada as temporary residents requires that a foreign national have “arrived in Canada on or before February 28, 2025.”

IRCC appears to have added a further requirement that is not found in the policy, specifically that the individual must not have left Canada after arriving.

It is not clear IRCC has the authority to do impose additional requirements exceeding what is in the public policy.

It is also unclear whether IRCC has a consistent understanding of what they are even trying to do.
