Dave is right. Add massive inaccuracy, and their driving of the wrong behaviors - including agencies earning more by having more people take longer to give clients solutions - and its a really poor approach. Since launching the agency in 2004 we have not done them and never will.
If you're selling a commodity that's exactly like everyone else makes, then charging by time-sheets make sense.
If you're selling a superior product like no one else makes, then charging by time-sheets doesn't make sense.
Agencies should consider what time-sheets say about them.
“However much we'd like advertising to be a science it is not. It is art, defying formulas, flowering on freshness, withering on imitation; what was effective one day won't be effective the next because it has lost the impact of originality.”
Bernbach - the 'science' of marketing
I'm pretty sure Bill Bernbach never asked a client to be 'brave'.
I know John Webster and David Abbott never asked a client to be 'brave'.
They all just explained why the idea they were showing them would work better than ordinary dull ads.
When you love what you do, it shows.

"Can't see the bike! Use a tighter shot."
"Headline is too long."
"Not sure why we're talking about airplanes."
"Are we excluding people who suffer from peanut allergies?"
"Not enough branding. Add Harley billboard on the right."
"Add shot of bike (side view) at bottom."
This was the moment that I most respected from the Queen.
Whilst Parliament were out partying and breaking their own rules, she followed everything asked of her and showed a respect towards everyday people who were being asked to do the same.
