So much money and energy goes into "quality improvement" in healthcare. The trouble is that most of it takes for granted the existing basic structure of the system and focuses on superficial changes internal to medical care while ignoring external factors that shape need for it.
Yes, people who've actually had their lives shaped by public abandonment, illicit economies, police violence, incarceration, and everyday life in criminalized communities have a far better of idea of how to effectively support people than do police chiefs enforcing arrest quotas.
