Implementing the Lusaka Agenda: Accelerating Country-led Trajectories Towards UHC

At #AHAIC2025, the side event reaffirmed a core truth:
The #LusakaAgenda is Africa’s opportunity to drive stronger health systems and #UHC through country leadership, alignment, and accountability.

The Lusaka Agenda introduces a unique accountability framework, with annual progress reports to the AUC Heads of State summit.

The challenges aren’t new—but this is a moment for African-owned solutions and bold action to close the health financing gap.

Countries like Ethiopia & Malawi are leading the way:
By adopting One Plan, One Budget, One Report, they ensure GHIs align fully with national priorities—reducing duplication, improving efficiency, and delivering real results.

Why prioritize Primary Health Care (PHC) , a key component of the Lusaka agenda?

To unlock greater domestic resources and establish PHC as the foundation of resilient, people-centered health systems.

What should GHIs do?

At #AHAIC, an informal breakfast meeting was held to reflect on national, regional, and global initiatives to advance the Lusaka Agenda. We brainstormed ways to ensure these efforts are connected and not operating in silos.

A key takeaway: the time is now to prioritize concrete in-country activities to socialize and operationalize the Lusaka Agenda, making it a reality where it matters most. @wellcometrust
