Implementing the Lusaka Agenda: Accelerating Country-led Trajectories Towards UHC
At #AHAIC2025, the side event reaffirmed a core truth:
The #LusakaAgenda is Africa’s opportunity to drive stronger health systems and #UHC through country leadership, alignment, and accountability.
The Lusaka Agenda introduces a unique accountability framework, with annual progress reports to the AUC Heads of State summit.
The challenges aren’t new—but this is a moment for African-owned solutions and bold action to close the health financing gap.
Countries like Ethiopia & Malawi are leading the way:
By adopting One Plan, One Budget, One Report, they ensure GHIs align fully with national priorities—reducing duplication, improving efficiency, and delivering real results.
Why prioritize Primary Health Care (PHC) , a key component of the Lusaka agenda?
To unlock greater domestic resources and establish PHC as the foundation of resilient, people-centered health systems.
What should GHIs do?
Align funding, harmonize processes, and strengthen national plans—not create parallel systems. #HealthForAll #globalhealth #primaryhealthcare #UHC #Africa
“Health stakeholders need to speak more with stakeholders in the financial systems” highlights @MagdaNRobalo while underlining theurgency of reforms across the global health architecture in powerful plenary at #AHAIC2025 chaired by @DrMercyHealth.
Gerald Manthulu, MoH Malawi: DAH is currently driven by top down priority setting, rather than responding to country needs. This is what the Lusaka Agenda seeks to shift #AHAIC2025
And don't forget to join us later for a more in-depth discussion of how countries are implementing the #LusakaAgenda to improve the effectiveness of DAH and accelerate progress towards #UHC
At #AHAIC, an informal breakfast meeting was held to reflect on national, regional, and global initiatives to advance the Lusaka Agenda. We brainstormed ways to ensure these efforts are connected and not operating in silos.
A key takeaway: the time is now to prioritize concrete in-country activities to socialize and operationalize the Lusaka Agenda, making it a reality where it matters most. @wellcometrust@MagdaNRobalo

Common metrics: @WHO have convened a technical discussion on health system strengthening metrics, working with a range of countries and global partners to identify a slim set of common metrics to demonstrate outcomes and impact (7/8)
Day 1 , session 1 at #HSR2024 and the opening speaker asks: "is there anyone who doesn’t know the #LusakaAgenda?"
Silence in our session - but for those that do want to know more: https://t.co/Fd6nqipIVo
Despite attempts by the WHO and United Nations to redirect attention to HSS as the path to achieving UHC, the US continues to largely support disease-specific interventions and overlook the importance of HSS, including surgical capacity building. https://t.co/B4p0QPF6C2
Interesting to see breakdown of Board composition by % of investments (donors) and disease burden (implementers) in recent audit of the effectiveness of @GlobalFund model in delivering their new strategy.
"Faced with many competing priorities and limited replenishment resources, the Global Fund – a gap-filling organization – relies on domestic resource mobilization to strengthen country systems, contribute to treatment financing either by funding drugs or include HTM treatment in health insurance schemes." https://t.co/ujVweSYKMb
"The Lusaka Agenda, which enhances coordination and accountability in the health financing architecture, can be used to track investments." @UHC2030@CanadaDev@FCDOGH@noradno@jarottingen https://t.co/YsTljpPa41
