Passport Renewal Raises Questions for a Veteran Born in Undivided India

Message from a retired Col KC Goswami who was part of four wars during his service.

“Hi buddies, You will be pleased to know that on my visit to passport office Noida, for renewal of pp, they hv declined to renew it. My place of birth on last Pp is Layalpur, undivided india. They say i will hv to get citizenship cert from MHA. The system was not accepting it. I told them that I am a retd Army Col. Have served for over 30 yrs. How could a non indian citizen be enrolled as officer in the army. He refused to budge, saying that the system is declining. Watch out, i am a foreigner and that too a pakistani”

Retired Col. KC Goswami, a veteran of the Indian Army who says he served the nation for over 30 years and participated in four wars, has shared a deeply concerning experience.

According to Col. Goswami, when he visited the Passport Seva Kendra in Noida to renew his passport, his application was reportedly not accepted because his place of birth is recorded as Lyallpur (now Faisalabad), Undivided India. He says he was informed that the system requires a citizenship certificate from the Ministry of Home Affairs.

His question is one that deserves serious attention:

“If I was not an Indian citizen, how could I have been commissioned as an Army officer and served the nation for more than three decades?”

If this is a technical or procedural issue, it should be resolved without delay. Thousands of Indians born in undivided India should not face unnecessary hardship due to system limitations. Our veterans deserve respect, dignity, and timely resolution of such issues.

I respectfully urge @MEAIndia, @passportsevamea, @rpodelhi and the concerned authorities to examine this case, clarify the policy, and ensure that genuine citizens especially those who have served the nation in uniform are not subjected to avoidable bureaucratic obstacles.
