தவெக அரசு ஆட்சிக்கு வந்த கடந்த ஐந்து மாதங்களில், அரசு எடுத்த பல முடிவுகள், பின்னர் திரும்பப் பெறப்படுவது, உண்மையில் தமிழக அரசில் என்ன நடக்கிறது என்ற கேள்வியை எழுப்புகிறது.
முதலமைச்சரின் அரசியல் பிரிவு சிறப்பு அதிகாரி நியமனம் முதல், ஊழல் தடுப்பு மற்றும் க��்காணிப்பு இயக்குநர் மாற்றம், ஆவின் பால் மொத்த விற்பனையாளர்களுக்கான விலை உயர்வு, மாணவர்கள் போராட்டத்தில் பங்கேற்பதற்கான கட்டுப்பாடு, மற்றும் தற்போது சட்டம் ஒழுங்கு தொடர்பான RTI விலக்கு வரை, ஒரு முடிவு எடுக்கப்படுகிறது, அந்த முடிவுக்கு எதிர்ப்பு எழுந்ததும், உடனே அந்த முடிவு திரும்பப் பெறப்படுகிறது.
இந்த ஒவ்வொரு முடிவும் முதலமைச்சர் திரு. விஜய் அவர்களின் கவனத்திற்கும், ஒப்புதலுக்கும் சென்றுதான் எடுக்கப்படுகிறதா? இல்லை, முதலமைச்சருக்கு தெரியாமல் அரசு நிர்வாகத்தில் இத்தகைய முக்கிய முடிவுகள் எடுக்கப்படுகின்றனவா?
அவசர அவசரமாக முடிவுகளை அறிவித்துவிட்டு, எதிர்ப்பு வந்த பிறகு திரும்பப் பெறுவது, நிர்வாகத்தில் தெளிவின்மையையும், இந்த முடிவுகளை யார் எடுக்கிறார்கள் என்ற சந்தேகத்தையும் எழுப்புகிறது.
ஒரு அரசு கொள்கை முடிவுகளை எடுப்பதற்கு முன், அதன் சட்டரீதியான, நிர்வாகரீதியான மற்றும் மக்களுக்கு ஏற்படும் பாதிப்புகளை முழுமையாக ஆய்வு செய்வது அவசியம். தவெக அரசு, இத்தகைய முடிவுகளை அவசரமாக எடுத்து, பின்னர் எதிர்ப்பு எழுந்தவுடன் திரும்பப் பெறுவதற்குப் பதிலாக, முடிவெடுக்கும் முறையில் அதிக கவனமும், வெளிப்படைத்தன்மையும், பொறுப்புணர்வும் காட்ட வேண்டும் என்று வலியுறுத்து���ிறேன்.

The news that the death toll in the Ammonia gas tragedy in a pvt company in Thiruvallur has increased to 17 is deeply disturbing. All the deceased are women and were migrant guest workers from North India.
The TN government has given Compensation of Rs. 2 lakh to the next of kin of the deceased. How is this sufficient & justified? Odisha government has given Rs. 10 Lakh as compensation to the victim. The Odisha government also facilitated the return of those migrant guest workers who were discharged after the treatment. While the State Govt arranged safe passage of the deceased, how did the State administration forget the plight of those who were discharged from hospitals, waiting to return home?
The tragic loss of lives in the Ammonia gas tragedy in the private export firm in Thiruvallur also raises a lot of questions;
1)The first & foremost being the absence of the implementation of the 1979 Inter-State Migrant Workmen Act. Principal employers of establishments that employ five or more inter-state migrant workers must be registered under the Act. However, this accident and many earlier incidents have only shown that this Act is not implemented in Tamil Nadu and that no registry is being maintained.
Whenever a crime happens that involves a migrant guest worker from North India, a bunch of innocent migrant guest workers from North India are rounded up for enquiry, as there are no ways and means for the Police Department to narrow it down due to lack of registry.
However, after we pointed it out recently, we understand that the TVK Govt has begun enforcing this Act, at least in parts, if not in full. We trust that the State Govt takes the recent accidents/incidents seriously and enforces the availability of the register of migrant guest workers across all districts. TN State Govt could draw inspiration from the Athidhi app developed by Kerala for registering migrant guest workers and to ensure their welfare.
Even in the Thiruvallur ammonia gas tragedy, it was learnt that there was difficulty in establishing the actual identity of one of the deceased women, who carried a forged Aadhaar card to secure employment. This shows the inefficiency of the functioning of the inter-state migrant workers portal launched by TN Govt in 2023.
2)The welfare board for migrant guest workers is basically non-existent and needs to be established, strengthened and should be used to address the concerns of the migrant guest workers.
Tamil Nadu has today fallen below the replacement level, with a fertility rate of 1.3. To build the State’s infrastructure and work in industrial & commercial establishments across the State, we depend on the hard work of our migrant guest workers. Hence, it is important that we focus on their state of living, as most of the migrant guest workers are compelled to live in appalling conditions and have no place to complain, and their voices are never heard.
3)It is not just the duty of the welfare board but also the duty of the Department of Industrial Safety & Health (DISH) of the state government of Tamil Nadu. Even after a catastrophe that led to the death of 17 workers due to an ammonia gas leak, there seems to be no accountability taken by this department. It is time for “Transparency”. DISH should have made public their most recent inspection of this factory and any observations they made.
The factory in which these migrant guest workers suffered had accommodations within the place of work, surrounded by hazardous pipelines. How was this even allowed?
I demand that appropriate compensation be disbursed to the victims, that the 1979 Inter-State Migrant Workmen Act be enforced in both letter & spirit, and that transparency be brought by the Ministry of Labour of the TN State Govt on the functioning of the DISH & they also be made accountable, including the owners of the establishment, for deliberately ignoring the hazardous living conditions of the migrant guest workers.

I took some time to review the White Paper published by the TVK Govt on the state of Tamil Nadu's finances.
No surprises, as most of it was already known. In many ways, it serves as a post-mortem of the State’s fiscal mismanagement over the past five years, laying bare the extent of the deterioration and benchmarking Tamil Nadu’s key financial indicators against those of other similarly industrialised states.
-₹10 Lakh crore outstanding debt & per capita outstanding debt at ₹1,28,934
-Interest payments at 22.8% of total revenue receipts.
-State’s own tax revenue (SoTR) to GSDP ratio fell from 5.93% in 2021-22 to 5.45% in 2025-26.
-Major State PSUs in power, transport, and civil supplies hold a combined debt of ₹3.18 lakh crore.
-Revenue loss due to systemic corruption, suppressing registration revenues by undervaluing real estate prices and many more.
The shrinking working-age population in TN by 2031 leaves the state with very little time to recover and strengthen its revenue base. This is a serious issue!
The TVK Govt, therefore, has very little time at its disposal and must not treat this White Paper as an excuse for non-performance; instead, it should explore ways to repair the damage done. I propose that the government form a “functional” consultation group that includes not only academicians and economists but also experts from all fronts to find constructive ways to mitigate the crisis at hand.
தமிழக அரசின் நிதிநிலை குறித்து, தவெக அரசு வெளியிட்டுள்ள வெள்ளை அறிக்கையை (White Paper) படித்துப் பார்த்தேன்.
இந்த வெள்ளை அறிக்கையில், பெரிதாக ஆச்சரியப்படும் அளவுக்குப் புதிய தகவல்கள் எதுவும் இல்லை. கடந்த ஐந்து ஆண்டுகளில் மாநில நிதி நிர்வாகத்தில் ஏற்பட்ட சீர்கேடுகளை வெளிச்சம் போட்டு காட்டும் ஒரு ஆவணமாகவே இது உள்ளது. மேலும், தமிழகத்தின் முக்கிய நிதிக் குறியீடுகளை, பிற தொழில்மயமான மாநிலங்களுடன் ஒப்பிட்டு, தமிழகத்தின் தற்போதைய நிலையைத் தெளிவாகக் கூறியிருக்கிறது.
• தமிழகத்தின் மொத்தக் கடன் நிலுவை ₹10 லட்சம் கோடியை எட்டியுள்ளது; சராசரியாக தமிழக மக்கள் ஒவ்வொருவர் பெயரிலும் ₹1,28,934 கடன் சுமை உள்ளத���.
• தமிழகத்தின் மொத்த வருவாயில், 22.8%, வாங்கிய கடனுக்கு வட்டி செலுத்துவதற்கே செலவிடப்படுகிறது.
• தமிழகத்தின் சொந்த வரி வருவாய் (SoTR) மற்றும் GSDP விகிதம், 2021-22ல் 5.93% இருந்தது; 2025-26ல் அது 5.45% ஆக குறைந்துள்ளது.
• மின்சாரம், போக்குவரத்து மற்றும் நுகர்பொருள் விநியோகம் தொடர்பான முக்கிய பொதுத்துறை நிறுவனங்களின் மொத்தக் கடன் ₹3.18 லட்சம் கோடியாக உள்ளது.
• நிலங்களின் மதிப்பை குறைத்து பதிவு செய்வது போன்ற முறைகேடுகளால், பத்திரப் பதிவுத்துறை வருவாய் இழப்பு மற்��ும் அமைப்பு சார்ந்த ஊழலால் ஏற்பட்ட பெரும் வருவாய் இழப்புகள் குறிப்பிடப்பட்டுள்ளன.
தமிழகத்தில் வேலை செய்யும் வயதுடைய மக்கள் தொகை, வரும் 2031 ஆம் ஆண்டில் இருந்து குறையத் தொடங்கும் சூழலில், மாநிலத்தின் வருவாய் அடித்தளத்தை வலுப்படுத்தவும், நிதிநிலையை சீர்செய்யவும் மிகவும் குறுகிய காலமே உள்ளது. இது மிகவும் கவலைக்கிடமான விஷயமாகும்.
எனவே, தவெக அரசு இந்த வெள்ளை அறிக்கையைக் காரணம் ��ாட்டி, செயல்படாமல் இருக்கக் கூடாது. இந்த பாதிப்புகளைச் சரிசெய்யத் தேவையான, உடனடி நடவடிக்கைகளை முன்னெடுக்க வேண்டும்.
இது தொடர்பாக, பொருளாதார நிபுணர்கள் மற்றும் கல்வியாளர்கள் மட்டுமின்றி, தொழில், வர்த்தகம், நிர்வாகம், தொழில்நுட்பம், சமூக மேம்பாடு உள்ளிட்ட பல்வேறு துறைகளின் வல்லுநர்களையும் உள்ளடக்கிய,ஒரு “செயல்திறன் மிக்க” ஆலோசனைக் குழுவை அமைத்து, தமிழகத்தை மீண்டும் வலுவான நிதிப் பாதைக்கு கொண்டு செல்லும் நடவடிக்கைகளை மேற்கொள்ள வேண்டும் என்று தமிழக அரசை��் கேட்டுக் கொள்கிறேன்.

Every student would appreciate the government's efforts to prevent paper leaks by implementing additional security measures and enhanced monitoring. But an increase in scrutiny before entry, extended frisking, and an increase in the overall exam time from 180 minutes to 195 minutes will only add to their already ballooning exam pressure.
While the government has taken measures to contain leaks, they have forgotten the additional burden they have imposed on a young student before they take up an assessment, one that they have spent months preparing for, dissolving the entire purpose of our exam system and the NEP 2020’s goal to reduce “Exam Stress”.
Despite all these arrangements for the examination, there are issues with downloading the admit cards, and NTA has assured students that it will resolve them at the earliest.
Yes, there are challenges that demand meaningful solutions. However, I am concerned that the approach devised for the NEET retest may not resolve the issue; instead, it risks creating a new set of problems.
