Correct - if the 10th Amendment actually applied, States’ welfare spending would be paid not by Federal Debt dollars, but by local taxes…and state politicians would have to become more accountable. Waste, Fraud and Abuse could not be waved away by “the federal government should be providing the oversight and enforcement”.
Having been in a relationship with a workforce development i.e. “welfare to work” nonprofit executive for 15 years, I can attest that in MA and ME, State DHHS employees and their contractors never say to their clients:
“Maybe you should move to another state with more job opportunities and/or lower cost of living”
They’d rather shower mothers with welfare money on college credentials, regardless of whether their chosen major is needed by area employers at substantially higher, let alone above median, wage rates.
Then of course comes the “I’m applying for disability” racket…popular with locals and immigrants from worn-torn countries alike.
