The solution is simple: demolish some buildings constructed in the water catchment area around those flooding hotspots. Then, remove the marum they deposited there and allow the area to regenerate. We shall have no floods again. You clearly construct your house in a water park, or basin, or catchment. Where do you expect water to go, knowing it doesn't forget its way or territory?
