Kenya is hosting a two-day regional validation stakeholder workshop for the Horn of Africa Initiative (HoAI) Trade Facilitation Roadmap 2026–2031.
The five-year strategic framework aims to deepen regional trade integration, reduce border frictions and align national trade facilitation reforms across Djibouti, Ethiopia, Kenya, Somalia and South Sudan.
The draft roadmap is the outcome of national consultations conducted across the five HoAI member states between June and July 2026, involving government institutions, private sector stakeholders and development partners. It builds on the first HoAI Trade Facilitation Roadmap 2022–2025 and seeks to advance the region’s trade facilitation agenda through coordinated and practical reforms.
The workshop provides an opportunity for stakeholders to review and validate the proposed goals, activities and timelines,strengthen coordination and align mandates among implementing agencies, agree on governance arrangements and ensure that the proposed reforms are practical, appropriately sequenced and regionally coherent.
The roadmap translates the HoAI’s vision into 14 strategic goals, supported by prioritised activities whose key areas of focus include improving digital interoperability, enhancing corridor governance, simplifying cross-border trade for small-scale traders, strengthening border management and integrating transport and logistics systems into regional networks.
Speaking during the workshop, Kenya’s HoAI National Focal Point, Dr. Kenrick Ayot, reaffirmed Kenya’s commitment to championing regional trade facilitation reforms,supporting digital integration and strengthening corridor governance.
He said the country will work closely with member states and relevant stakeholders to build a more connected, efficient and competitive Horn of Africa.
The outcome of the validation workshop will be presented to the HoAI Trade Ministers for consideration and adoption in Addis Ababa, Ethiopia, in September.

Kenya has concluded the final national trade consultation under the Horn of Africa Initiative (HoAI), bringing together government agencies, the private sector and development partners to validate priority actions aimed at strengthening regional trade facilitation ahead of the Horn of Africa Trade Ministers’ Meeting scheduled for September in Addis Ababa, Ethiopia.
The Kenya National Trade Facilitation Committee (NTFC), meeting in Nairobi, reviewed the Horn of Africa Initiative Trade Facilitation Roadmap, a strategic framework designed to reduce the cost and time of doing business across the region while promoting seamless cross-border trade and deeper regional economic integration.
The Kenya consultation marked the culmination of a series of national trade missions undertaken across Somalia, Djibouti, Ethiopia, South Sudan and Kenya to identify country priorities and build consensus on practical interventions that will enhance regional trade.
The roadmap proposes a series of strategic interventions, including strengthening collaboration mechanisms for the identification, reporting and resolution of non-tariff barriers (NTBs), modernising border posts and establishing dedicated fast-track lanes for compliant traders, perishable goods and priority cargo to facilitate faster clearance of goods.
Other proposed measures include the development of a regional electronic cargo tracking system, an integrated IT-based road management system, stronger regional and bilateral trade agreements and a regional payment system to support faster, secure and more cost-effective cross-border transactions.
National consultation outcomes will be consolidated at the Regional Validation Workshop and presented to HoAI Trade Ministers for consideration and adoption in Addis Ababa.

The workshop also seeks to share practical ways to improve transparency and help small businesses meet market requirements.
CS Kinyanjui emphasized the need for farmers and exporters in the country to understand market standards to remain compliant and competitive.
