A parliamentary question to the policy makers: If a bank performs above 80%, why must 20% of its officers receive zero #PLI ? And if employees accepted longer daily hours, why must all Saturdays remain pending? This is not reform; it is administrative arithmetic without human fairness. Government must stop forced ranking and honour.

COMMITMENT MADE? THEN WHERE IS THE IMPLEMENTATION?
➡️ 5-Day Banking: Honour the commitment.
➡️ Unilateral PLI: Put it on hold. Withdraw the discriminatory framework.
➡️ PLI: Dialogue, not diktat. Rework it through meaningful bilateral discussions
➡️ Residual issues: Resolve them. No more indefinite delay.
A commitment demands implementation.
Implementation demands accountability.
📢 ONE VOICE. ONE PLATFORM. ONE UNITED DEMAND.

PSBs TURNED THE STORY AROUND. DID EMPLOYEE RECOGNITION?
From 14.58% GNPA in March 2018 to just 1.93%, Public Sector Banks have delivered a historic turnaround—while achieving record profits with fewer hands.
Yet, 5-Day Banking remains pending, and the revised PLI framework raises serious concerns about employees being left with little or no incentive.
When success is collective, why should recognition be selective?
The people who delivered the turnaround deserve a system that recognises their contribution.
Implement 5-Day Banking. Make PLI fair, inclusive and collective-performance based.

Banking has transformed. Our working model must evolve with it.
Consider one remarkable number:
In FY2025-26, UPI accounted for 84% of India’s digital payments.
UPI processed more than 24,162 crore transactions worth around ₹314 lakh crore during the year.
As of July 2026, 741 banks were live on UPI.
Customers today bank through UPI, mobile banking, internet banking, ATMs, CRMs and other digital channels—far beyond traditional branch-counter hours.
Yet behind this digital revolution stands the same human workforce that builds systems, serves customers, processes credit, handles compliance, manages risk and keeps banks functioning.
Technology should improve banking and working conditions.
5-Day Banking does not mean less commitment. The proposed arrangement itself compensates through increased weekday working hours.
Modern banking deserves a modern workweek.
5-Day Banking is justified, negotiated and long overdue.

Dear Comrades,
Under the banner of AIBOC and FBOIOA, and under the guidance of Com. Nileshji Pawar, General Secretary, FBOIOA, BOIOA Pune Unit has been undertaking various initiatives aimed at the 360-degree development, knowledge enhancement, and professional empowerment of our officer members.
As part of this initiative, we recently organised workshops covering important areas such as Compliance, Audit, Vigilance, Fraud Prevention, and other day-to-day banking matters, along with a practical session on Gold Valuation and identification of suspicious/fake gold.
We are hereby sharing a useful video highlighting the important precautions to be taken during Gold Valuation.
On behalf of BOIOA Pune Unit, I humbly appeal to all our officer members to watch the video carefully, understand the key precautions, and follow them diligently in day-to-day banking operations.
Prevention is always better than cure. Let us remain alert, aware, and vigilant
⚠️ To every banker—irrespective of cadre, scale, designation or bank: never allow ourselves to be divided.
Today an issue may concern Scale IV and above.
Tomorrow another issue may concern Scale I–III.
Another day it may concern clerical staff, sub-staff, pensioners or another section of the banking fraternity.
If we start asking—
“Why should I care? It doesn’t affect me”—
we weaken the very foundation of collective strength.
Our answer must be unequivocal:
An injustice affecting one section of the banking fraternity concerns ALL of us.
Different cadres.
Different scales.
Different designations.
Different banks.
But when it comes to our dignity, service conditions, collective bargaining rights and future—we are ONE.
Never allow artificial divisions to become stronger than our natural unity.
✊ Unity is not merely our slogan. Unity is our strength.

📢 The timeline speaks for itself.
➡️ 7 Dec 2023: Understanding reached to recommend declaration of all Saturdays as holidays.
➡️ 8 Mar 2024: 12th Bipartite Settlement / 9th Joint Note signed; the 5-Day Banking understanding was recorded.
➡️ 27 Jan 2026: Bank employees and officers observed a nationwide protest strike after continued delay.
➡️ 12 Aug 2026: Nationwide demonstrations were again held demanding implementation.
➡️ Today: Bankers are still waiting.
How many representations?
How many demonstrations?
How much more waiting?
Industrial relations cannot function on negotiations alone. Agreements and understandings must ultimately translate into implementation.
We therefore reiterate our legitimate demand:
Honour the commitment. Respect bilateralism. Implement 5-Day Banking NOW.
This is a question not merely of working days, but of trust and credibility in the collective bargaining process.
✊ United we stand. United we demand.

In 1975 Charles Goodhart,an adviser to Bank of England, observed that once a measure becomes a target,it stops being a good measure.A central banker warned us about this 50 years ago.
We are now being ranked by the very thing he cautioned against.

2 demands,1 principle:what is agreed must be honoured, what is imposed must be negotiated.
5-DAY WEEK — signed 905 days ago. Digital payments: 99.7% of volume.
FAIR PLI — 1 Bank,1 result.Not 15 days for few, 329 for others, Rs 0 for 1 in 5 officer
#5DayWeekandFairPLI@FinMinIndia
Same Bank. Same year. Same collective result
Sub-staff to Scale 3: 5–15 days PLI
Scale 4: 51–255 days
Scale 7 & 8: up to 329 days
Bottom 20% of Scale 4–8: 0 days
The Bank Staff opening shutter & signing returns shared one result,Not reward!!

India’s Bank employees seek two things rooted in fairness and dignity at work.
#5DayWeekandFairPLI
The demand for a 5 Day Work Week in banks is not new. It already stands agreed upon in the Bipartite Settlement of March 2024. What remains is its long-pending implementation.
At the same time, the unilateral and discriminatory PLI system must be abolished and replaced with a fair, transparent and inclusive framework for all employees, recognising the collective effort behind every institution’s performance.
Hardworking bank employees are not asking for privilege. They are asking for implementation of an agreement and equality in reward.
A motivated banking workforce strengthens Indian banking and the nation.
@PMOIndia
905 days since the 9th Joint Note.
997 days since the written understanding on 5-Day Banking.
Bankers even agreed to work 40 extra minutes every weekday.
A signed commitment cannot remain pending indefinitely.
And now the revised PLI matrix says something equally disturbing:
Even when a Bank performs exceptionally well, the bottom 20% of officers get ₹0.
Not less.
Not reduced.
ZERO.
Every year, 1 in 5 officers can be branded a “zero contributor” irrespective of the Bank’s overall performance.
That is not Performance Linked Incentive.
That is Performance Linked Exclusion.
Honour the commitment.
Make PLI fair.
#5DayWeekandFairPLI
@fboioa @boioapune
905 days since the 9th Joint Note.
997 days since the December 2023 understanding when 5 Day Banking Promise was agreed in written.
Digital payments are 99.7% of transaction volume. Cheques, 2.3% of value. RBI, LIC & GIC already work five days. And Bankers offered 40 extra minutes a weekday for it. Despite everything they failed to keep the promise. A signed commitment is not a suggestion but an obligation.
Read the revised PLI matrix carefully.
In EVERY scenario — even where the Bank scores above 80% and performed magnificently — the bottom bracket receives Rs 0.
Not a reduced award. Zero!
1 in 5 officers, every year, labelled as zero contributor.
Not an incentive, a backfired initiative. We demand #5DayWeekandFairPLI
5-Day Banking is NOT a demand for “one more holiday.”
That narrative completely ignores how modern banking actually functions.
Bankers are at the frontline of:
🏦 Financial inclusion
🏠 Housing & retail credit
🏭 MSME financing
🌾 Agricultural credit
💻 Digital banking
🇮🇳 Government-sponsored schemes
📊 Economic development
🤝 Customer service
The proposed 5-Day Banking arrangement itself envisages adjustment of working hours on the remaining five working days.
Technology has transformed banking. Customer access today extends far beyond physical branch counters through ATMs, mobile banking, internet banking, UPI and other digital channels.
What bankers are demanding is a modern, efficient and humane working system.
Reasonable working conditions do not weaken productivity. A motivated and adequately rested workforce strengthens institutions.
Bankers serve the nation with commitment.
Now honour the commitment made to bankers.
✊ Implement 5-Day Banking without further delay.
